Prime Minister: Focus on implementing key tasks by the end of 2025 in order of priority

The Prime Minister noted the focus on building programs and institutionalizing actions to implement the Resolutions issued by the Politburo on the development of the State economy and the foreign-invested economy.

On the morning of October 25, Prime Minister Pham Minh Chinh chaired a Government meeting to deploy key tasks for the end of 2025. Attending the conference were Deputy Prime Ministers, Ministers, Heads of ministerial-level agencies, Government agencies; leaders of ministries, branches, and central agencies.

At the Conference, the Government focused on reviewing the tasks for the whole year 2025; especially the programs, plans and projects that have been deployed and completed, and the programs, plans and projects that need to be focused on implementing from now until the end of 2025 and the following years.

2025 is the final year of the term, so the workload of the Government, the Prime Minister , ministries, agencies and localities is very large. From the beginning of the year to October 24, 2025, the Government and the Prime Minister assigned 9,831 tasks to ministries, agencies and localities, including 1,173 key tasks. To date, ministries, agencies and localities have completed 8,150 tasks, reaching 82.9%; 1,620 tasks within the deadline, accounting for 16.47%, 61 tasks are overdue or unfinished, accounting for 0.62% and down 1.54% compared to the same period last year.

In nearly 10 months of 2025, the Government and the Prime Minister issued 335 legal documents; 652 directive and administrative documents; 2,385 reports and submissions. The Government Office issued 772 notices of directive opinions and conclusions of the Government Standing Committee, the Prime Minister, and Deputy Prime Ministers.

The Prime Minister and Deputy Prime Ministers chaired more than 1,900 conferences, meetings, working sessions, and business trips to localities and bases - nearly double the same period last year; directed the organization and implementation of 58 foreign affairs activities of key and senior leaders (double the same period last year); signed 258 commitments and cooperation agreements in high-level foreign affairs activities from October 2024 to present.

The Prime Minister and Deputy Prime Ministers hold quarterly meetings to review the implementation of international commitments and agreements; organize conferences with Vietnamese representative agencies abroad, the business community, and investors; promote economic diplomacy and strive to achieve the economic growth target for 2025 and the coming time.

Delegates assessed that, in the context of many difficulties and challenges and having to handle a large volume of tasks, regular work as well as sudden and arising work, but with the spirit of solidarity, unity, high determination, great efforts, innovation in thinking, leadership, direction and management methods, the Government, the Prime Minister, ministries, branches and localities have synchronously, drastically, promptly, effectively and focusedly deployed tasks and solutions in all fields and achieved outstanding achievements.

In addition to the main and basic results achieved, there are still some limitations and difficulties in the direction, management and implementation of tasks of some ministries, agencies and localities. In particular, the implementation of some tasks is behind schedule, and documents, projects and reports do not ensure quality... The causes of the above limitations are both objective and subjective, partly due to the implementation capacity and the fear of mistakes and responsibility of a number of cadres and civil servants, partly due to having to simultaneously implement many important, urgent, complex tasks that require completion in a short time...

Concluding the conference, Prime Minister Pham Minh Chinh requested the Government Office to absorb the opinions of Government members; review the work, programs, projects and proposals in the spirit of 6 clarifications: clear people, clear work, clear time, clear results, clear authority, clear responsibility.

Emphasizing the need to determine the order of priority for performing assigned tasks, the Prime Minister noted the focus on building programs and institutionalizing actions, implementing the Resolutions recently issued by the Politburo such as on developing the State economy, the economy with foreign investment capital; investing in the construction of standard and high-speed railway lines, nuclear power, removing long-standing backlog projects, electricity projects... In particular, relevant parties focus on promoting growth drivers such as investment, export, and consumption to achieve the 2025 growth target, creating momentum and force for the following years.

Prime Minister Pham Minh Chinh noted that ministries, branches and localities should develop plans and schedules for implementing assigned tasks; monitor, review and evaluate the implementation according to Regulation No. 366-QD/TW dated August 30, 2025 of the Politburo on reviewing, evaluating and classifying the quality of collectives and individuals in the political system./.
