Attending the Conference were members of the Politburo , members of the Party Central Committee, Deputy Secretary of the Government Party Committee, Deputy Prime Minister, members of the Standing Committee, Party Executive Committee; members of the Subcommittee of Documents of the 1st Government Party Congress for the 2025-2030 term.
At the Conference, the Government Party Committee announced the Politburo's Decision appointing comrade Tran Van Son, member of the Party Central Committee, member of the Standing Committee of the Government Party Committee, Minister, Head of the Government Office , to concurrently hold the position of Deputy Secretary of the Government Party Committee.
Next, the Conference focused on discussing and giving opinions on the draft Political Report of the Government Party Executive Committee to be submitted to the 1st Government Party Congress for the 2025-2030 term; the draft Review Report of the Party Executive Committee for the 2020-2025 term.

After listening to the opinions and concluding remarks, Party Secretary and Prime Minister Pham Minh Chinh highly appreciated the preparation work and the opinions; requested the Document Subcommittee and the Editorial Team to continue to receive opinions to further complete the draft Political Report and collect opinions from lower-level Congresses, ensuring progress and quality.
The Party Secretary and Prime Minister emphasized the requirement to build a clean and strong Government Party Committee, improve the leadership capacity and fighting strength of the Party organization and Party members; continue to thoroughly grasp, imbue, institutionalize, concretize and strictly implement the 5 principles in the Party's organization and operation and the 5 leadership methods of the Party, in accordance with the functions, tasks and powers of the Party Committee.
The Prime Minister suggested continuing to study and absorb opinions to perfect the plans on the theme and motto of the Congress, ensuring combativeness, action, comprehensiveness, appeal, closeness to the situation, in accordance with the functions, tasks and powers of the Party Committee, with a long-term vision, broad-mindedness, deep thinking and great action.

Regarding the draft Political Report, the Prime Minister said that it is necessary to emphasize some more contents in the section assessing the situation and implementation of tasks for the 2020-2025 period.
Accordingly, in addition to regular tasks according to functions, tasks and powers, during this term there are many sudden and unexpected issues, such as: Prevention of the COVID-19 pandemic and overcoming the consequences of the pandemic; conflicts, strategic competition, and supply chain disruptions in the world affecting Vietnam; changes in policies of countries, etc.
At the same time, we are implementing a revolution in the apparatus in a very short time; resolutely implementing breakthrough, strategic, long-term tasks, especially the "four pillars" according to the Politburo's resolutions (Resolution on innovation in law-making and enforcement, Resolution on breakthrough in science, technology, innovation and digital transformation, Resolution on international integration; and Resolution on private economic development); urgently drafting the Politburo's Resolution on modernization, breakthrough in education and training development and the Politburo's Resolution on breakthrough in people's health care, meeting the requirements of national development in the new era.

Regarding the results achieved, the greatest achievements are stabilizing the macro economy, controlling inflation, promoting growth, ensuring major balances (including ensuring food security), and keeping public debt, government debt, and foreign debt under control.
Along with that, successfully responding to the COVID-19 pandemic, "going behind and getting ahead" in free vaccination for the whole population; recovering the economy, removing difficulties for large, long-standing, ineffective projects; developing strategic infrastructure, especially transport and energy infrastructure.
In the field of social security, the bright spots are the implementation of social security during the COVID-19 pandemic on the largest scale ever; eliminating temporary and dilapidated houses, building social housing; overcoming the consequences of natural disasters, especially Typhoon Yagi; not letting anyone go hungry or cold, not leaving anyone behind in the development process; people's lives have been improved both materially and spiritually, the happiness index has increased dramatically for 2 consecutive years according to the United Nations' rankings.
At the same time, national defense and security potential is enhanced, independence, sovereignty, unity, and territorial integrity are maintained, and social order and safety are ensured in difficult conditions. Strengthening the building and improvement of institutions; investing in the development of culture and entertainment industry; promoting science and technology, innovation, digital transformation, and startups.
The leadership, direction, administration, and policy responses were timely, appropriate, flexible, and effective, especially promoting growth in difficult conditions. The results achieved are the common achievements of the whole country, the entire political system, the people, and businesses under the leadership of the Party, including the contribution of the Government.
In addition to the achieved results, the draft Report needs to clearly point out the shortcomings and limitations in institutions, decentralization, delegation of power, reduction of administrative procedures, discipline, administrative discipline, etc.; at the same time, analyze the lessons learned with the executive agency, especially grasping the situation, proposing appropriate, flexible and effective tasks and solutions.

Regarding the assessment of the situation in the coming time, the Prime Minister said that it is necessary to pay attention to the emerging points of the external situation such as increasingly fierce strategic competition, resource depletion, climate change, population aging; domestically, Vietnam is still a developing country, the economy is in transition, the economic scale is still modest, and the resilience to external shocks is limited.
Regarding the goals, the Prime Minister stated that it is imperative to stick to the goals according to the draft documents submitted to the 14th National Congress of the Party, especially the annual economic growth rate reaching double digits. At the same time, the goal of Party building work is to have 20% of Party organizations under the Government Party Committee excellently complete their tasks, and 90% of Party members complete their tasks well or better...

The Prime Minister emphasized the key tasks and solutions to transform the growth model towards rapid, green and sustainable development; continue to implement three strategic breakthroughs in institutions, infrastructure, human resources and implement strategic resolutions of the Politburo; build and implement a two-level local government model; develop the private economy as the most important driving force and the state economy plays a leading role; strengthen national defense and security potential; complete strategic infrastructure projects (such as completing 5,000 km of highways; railways; seaports; airports; infrastructure connecting with the region and the world...); improve the effectiveness of foreign affairs, especially economic diplomacy; respond to climate change; respond to population aging...
The Prime Minister also emphasized the requirement for strong and effective leadership and direction, according to functions, tasks and powers; grasping the situation and building appropriate and flexible mechanisms and policies; consolidating, strengthening and promoting solidarity, unity, and promoting the spirit of breakthrough.
The Prime Minister directed the Party Committees under their management to organize the Party Congresses at all levels, ensuring seriousness, quality and efficiency in terms of document drafting, organizational work, personnel work and election of delegates to the Congress at higher levels. The drafting of documents must closely follow reality, respect reality, originate from reality and take reality as a measure.
At the same time, the Prime Minister requested to organize a vibrant emulation movement throughout the Party and Government to successfully complete regular and extraordinary tasks and successfully organize Party Congresses at all levels. This requires clear thinking, high determination, great efforts, having tried, trying even harder, drastic and effective actions, focusing on key points, completing each task, and clearly assigning 6 tasks: clear people, clear work, clear time, clear responsibility, clear products, clear authority.
