According to businesses, "non-tariff barriers" in the form of cumbersome administrative procedures, lack of transparency in regulations, and slow processing of documents are hindering production and business activities and need to be removed soon.
Need clear institutions, no roundabout ways
Ms. Mai Kieu Lien - General Director of Vinamilk - frankly said: "At Vinamilk, any problem arising from the bottom up to the General Director is required to be resolved within 48 hours by the final decision maker.
For the Government, I hope to be able to give how much time from the time a problem arises until it reaches the Prime Minister ? 7 days, 15 days, whatever. That means there is a certain amount of time to resolve the problems of businesses."
Time is also an opportunity in business.
For businesses, according to Ms. Lien, many times if they seize the opportunity, they can be 5-10 years ahead of the market, but if they miss the opportunity, they will be 50 years behind.
Therefore, she believes that authorities need to set a certain time to handle problems and difficulties arising in the process of implementing policies and laws.
Problems with complicated administrative procedures, many overlapping laws, and lack of consistency between levels and ministries, leading to a situation of "round-tripping" in asking for opinions without anyone giving a definitive answer; slow processing of petitions, causing businesses to lose business opportunities... became common issues raised by the business community and industry associations at the discussion.
Resolution 68 puts forward the view that enterprises are objects of service instead of objects of management. But this depends on the policy implementation team.
Mr. Nguyen Quoc Hiep - Chairman of the Vietnam Association of Construction Contractors - mentioned the fact that a business spent 7 months struggling to resolve procedures due to problems with bidding instructions.
The files were passed around from local to ministries, but the response only cited general regulations, without specific handling. This is a huge opportunity cost for businesses.
Mr. Hiep proposed that localities should periodically organize thematic dialogues with businesses in each field every 6 months to review and improve administrative procedures, shifting the mindset from "management" to "service".
Another concern for the private sector is the risk of retroactive action when policies change. Nguyen Tam Tien, general director of Trung Nam Group, said that about 170 power plants have encountered problems due to inspections under the new regulations.
Therefore, the National Assembly's Resolution 198 affirming that retroactive application is not detrimental to businesses is an important institutional step that needs to be seriously implemented to strengthen trust and reduce legal risks.
Must resolve difficulties and proposals within 2 weeks
Enterprises believe that the lack of consistency between central and local levels and between ministries and sectors remains a bottleneck. Enterprises expect a specific mechanism to monitor and evaluate the process of administrative procedure reform.
There has been a proposal to establish an independent unit to research and monitor the results of barrier removal, aiming for a creative management mindset instead of a prohibition one.
In the long term, to enhance competitiveness, it is necessary to improve corporate governance efficiency according to international standards, linking owner rights with business results.
At the same time, ensure property rights, freedom of enterprise, fair competition and contract enforcement in the private sector.
Taking note of the concerns and feedback from businesses, Prime Minister Pham Minh Chinh requested that the responsibility of ministries, branches and localities is to properly perform their creative role and not get caught up in specific matters.
At the same time, relevant responsible agencies must ensure equal access to capital, resources, land, human resources, legal rights, freedom of business, equality, and property rights of enterprises.
Along with putting the National Legal Portal into operation, the Prime Minister requested ministries, branches and localities to meet with businesses regularly and quarterly to promptly remove difficulties in the areas under their management.
At the same time, the Prime Minister requested that agencies and sectors must resolve all problems and recommendations of businesses within two weeks, following the policy of "whether it is successful or not, we must speak up, and notify as soon as it is resolved, not just internally; keeping it quiet is not acceptable".

Aim to reduce administrative procedures by 50%
Over the past time, the Ministry of Construction has implemented 13 laws, more than 30 decrees and more than 100 circulars to reform administrative procedures in the fields of construction, aviation, railways, waterways, transportation, and attaching private economic development to the law.
According to the ministry's report in early May 2025, the ministry has cut 134/417 business conditions and 128/361 administrative procedures, reaching 31%. According to the plan, the ministry aims to cut 50% of administrative procedures.
