Promoting innovation among the people

Ministry of Science and Information Technology, Innovation Festival 2025 takes place from September 22 to October 5 in conjunction with a series of activities to celebrate National Digital Transformation Day October 10.

Ministry of Science and Information Technology , the 2025 Innovation Festival with the theme: "Innovation for all people - Driving force for national development", the slogan "Warmly welcome the National Innovation Festival October 1" takes place from September 22 to October 5 in conjunction with a series of activities to celebrate the National Digital Transformation Day October 10.

The event aims to encourage, motivate and promote the spirit of innovation among the people, promoting the combined strength of the entire political system to join hands to promote innovation.

The organization of the Festival affirms the determination of the Party and State in promoting innovation; promoting and raising social awareness; arousing the passion for research, encouraging individuals, organizations, businesses, especially the young generation, to participate in technological innovation.

Activities in response to the Festival across the country include conferences, seminars, propaganda talks, honoring outstanding businesses, organizations and individuals; exhibitions, demonstrations of scientific and technological achievements; connecting technology supply and demand...

The Ministry of Science and Technology will organize the Response Ceremony, Vietnam International Innovation Exhibition 2025 (VIIE 2025), and the Innovation Policy Forum at the National Innovation Center (NIC), Hoa Lac Hi-Tech Park (Hanoi) during the Festival.

Previously, the World Intellectual Property Organization (WIPO) released the Global Innovation Index (GII) 2025 Report.

Vietnam continues to maintain its ranking of 44/139 countries and economies, maintaining its position in 2024. Vietnam is also among the top 50 countries with the world's leading innovation ecosystems; recognized by WIPO as one of the 9 middle-income countries with the fastest improvement in rankings since 2013.

For 15 consecutive years, Vietnam has achieved higher innovation results than its development level, one of two record-holding countries along with India.

Vietnam is also among the three countries with the fastest labor productivity growth in the 2014–2024 period.

In the index component, Vietnam has improved its innovation input, moving up 3 places from 53rd (in 2023) to 50th (in 2025), thanks to focusing on institutional improvement, strengthening human resources, promoting investment in research and development (R&D), developing digital infrastructure and supporting businesses.

Innovation output maintains a high position (37th), although it slightly decreased by 1 place compared to 2024.

Vietnam maintained its second position in the group of lower middle-income countries, just behind India (ranked 38). In ASEAN, Vietnam ranked third after Singapore and Malaysia, surpassing Thailand.

Immediately after the GII 2025 Report was published, the Ministry of Science and Technology issued Decision 2796/QD-BKHCN on the “Indicator framework for monitoring and evaluating the potential and level of national science, technology and innovation.”

This is a practical step to concretize Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

The index framework is built based on the indicators in the WIPO Global Innovation Index 2025 Report and data from SCImago Organization (a research organization responsible for providing information on the quality of scientific research of countries, research institutions, and the prestige of journals through analyzing indicators based on the Scopus database), ensuring similarity, clear concepts, calculation methods, and official data sources.

The index framework is built to form a toolkit to monitor and evaluate the results of implementing the goal by 2030: Potential, level of science, technology and innovation reaching advanced levels in many important fields, among the leading groups in upper-middle-income countries./.
