The Steering Committee holds weekly meetings to review and handle hundreds of specific tasks. Unlike the previous method, this time each task is linked to implementation resources instead of just assigning tasks. In 2025 alone, the Government has added VND25,000 billion to implement Resolution 57, of which ministries, branches and localities have registered about VND16,000 billion.
Along with budget resources, the Government has directed to increase the mobilization of support from large technology enterprises such as Viettel, VNPT, FPT... to overcome technical difficulties and promote the digital transformation process. The focus of implementation is to build digital platforms, national, specialized and local databases, serving the development of e-Government and the digital economy.
Perfecting institutions, removing obstacles to promote innovation
In parallel with the implementation of Resolution 57, the Ministry of Science and Technology is assigned a core role in removing institutional obstacles, creating a favorable environment for science, technology and innovation. Deputy Minister Bui Hoang Phuong said that in less than a year, the Ministry has developed 10 draft laws and nearly 30 decrees, demonstrating a spirit of urgent and decisive work. Legal documents are designed in the direction of "promulgation for immediate implementation", without waiting for guiding circulars, helping policies quickly come into life.
Currently, the Ministry of Science and Technology is coordinating with the Ministry of Finance to allocate capital to support the implementation of Resolution 57 for ministries, branches and localities; at the same time, building an organizational framework, a national data framework and a digital platform framework to serve e-Government and digital Government.
According to Deputy Minister Bui Hoang Phuong, the current implementation atmosphere is “extremely fierce”, clearly demonstrating the spirit of synchronous engagement from the Central leadership to local Party committees and authorities. The Ministry of Science and Technology plays a technical and institutional coordination role, ensuring that the tasks are implemented in a unified, effective and fully legal manner.
At the same time, ministries, branches and localities are urgently handling a large amount of work to complete the Resolution's objectives. Linking tasks to specific resources has increased responsibility for implementation, promoted progress and created substantial changes in implementation organization.
New platform for scientific development and innovation
Also in October 2025, the Ministry of Science and Technology completed and submitted for promulgation 7 new decrees, providing detailed instructions on the implementation of the Law on Science, Technology and Innovation, including autonomy mechanisms, finance, venture capital funds, human resources policies, science awards and development of the startup ecosystem.
Notably, Decree No. 271/2025/ND-CP regulates the establishment and capital contribution of enterprises to commercialize scientific and technological research results in Hanoi, opening up a new mechanism to bring scientific knowledge into production practice.

In addition, the Prime Minister also issued many important decisions such as perfecting the National Steering Committee on Science and Technology, Innovation and Digital Transformation; approving the program to encourage enterprises to invest in telecommunications infrastructure and national digital infrastructure until 2030; promulgating the national radio frequency spectrum planning; and a set of criteria to evaluate the effectiveness of Science and Technology and Innovation for socio-economic development. These documents have an orientational meaning, helping to quantify the contribution of Science and Technology, improve the efficiency of public investment in research, and at the same time promote the national innovation ecosystem.
At the ministerial level, the Ministry of Science and Technology has issued five important specialized circulars, including regulations on technical audits of electronic signatures and trusted services; guidelines for preliminary nuclear safety assessments for nuclear power plant sites; regulations on approving telecommunications number storage and Internet resource planning; regulations on management, connection and sharing of data on the National Science and Technology Information System; and guidelines for determining specialized positions in digital transformation. These documents help standardize technical processes, perfect the legal framework on data and digital infrastructure, and contribute to improving the effectiveness of state management in the fields of science, technology and innovation.
