Promoting modern new rural construction and sustainable development

The national target program on new rural construction has been implemented since 2010. After 15 years of implementation with 2 phases 2010-2020 and 2021-2025, the program has achieved many outstanding results, contributing to changing the face of rural areas, economic structure, production level and material and spiritual life of people has significantly improved. Currently, the whole country has about 80% of communes meeting new rural standards, of which about 35% of communes meet advanced new rural standards, 10% of communes meet model new rural standards (data calculated according to the number of communes before merger).

Secretary of the Hai Thinh Commune Party Committee, Ninh Binh Province Tran Minh Dang expressed that the National Target Program on New Rural Construction has made remarkable changes, creating a breakthrough for the spiritual and material life of people in rural areas. The results of the National Target Program on New Rural Construction affirm the correct policy of the Party and State and have received high consensus and response from the people, who consider new rural construction as their own rights and responsibilities, thereby contributing together with local Party committees and authorities to build their homeland to meet new rural criteria.

From the local reality, Secretary of the Hai Thinh Commune Party Committee Tran Minh Dang highly agreed with the tasks and solutions mentioned in the draft documents submitted to the 14th National Party Congress, shifting the rural economic structure towards green, ecological, circular, value chain-based, effective. Promoting the application of science, technology, digital transformation in agriculture ; developing large commodity production areas, high quality and added value, associated with deep processing and building product brands...

Comrade Tran Minh Dang said: In the 2020-2025 term, the Party Committee, government and people of Hai Thinh commune have united and made efforts to successfully and comprehensively complete the set goals, in which the commune mobilized the strength of the entire political system and the role of the people, completing the criteria for advanced new rural areas. Up to now, 39/39 hamlets and residential groups in the commune have been recognized as basically meeting and achieving the standards of a model new rural area; the commune has basically achieved a model new rural area and a civilized urban area. The commune is also the locality with the highest number of OCOP products in the province with 37 products. The 1st Congress of Hai Thinh Commune Party Committee set a goal of building a civilized and modern model new rural commune by 2030. Comrade Tran Minh Dang hopes that the authorities will soon guide the confirmation of new rural areas for communes after the administrative boundary arrangement. The national criteria for modern new rural communes need to focus on improving quality, to gradually meet the infrastructure and service criteria of civilized urban areas.

In the Mekong Delta, Trung Hiep commune (Vinh Long province) was formed on the basis of merging three communes: Trung Hiep, Trung Chanh and Tan An Luong. The new commune has a large area, a large population, a potential economic scale with a reasonable and correct shift in agricultural production structure, 12 effective production models, and agricultural land value reaching 203 million VND/ha. Pham Quang Chien, Standing Deputy Secretary of the Trung Hiep Commune Party Committee, shared that with the foundation of the three previous communes: Trung Chanh meeting the standards of a new rural commune, Trung Hiep meeting the standards of an advanced new rural commune, and Tan An Luong meeting the standards of a model new rural commune. The Party Congress of Trung Hiep commune for the 2025-2030 term set the goal of building a commune meeting the standards of an advanced new rural commune and determined to build five hamlets meeting the standards of a model new rural commune.

The Standing Deputy Secretary of the Trung Hiep Commune Party Committee highly agreed with the task of building new rural areas mentioned in the draft documents submitted to the 14th National Party Congress, and proposed to prioritize rural development in a modern direction, associated with the industrialization and urbanization process; promote the rural economy in the direction of applying science, technology, digital transformation and innovation to contribute to improving the income and quality of life of rural people, gradually approaching urban living standards. That is also the implementation of the Party's viewpoint stated in Resolution No. 19-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on agriculture, farmers and rural areas by 2030, with a vision to 2045: Ensuring harmonious development between rural and urban areas, between regions, areas and localities; Closely linking industrial and service development with agriculture, sustainable rural development with urbanization in the direction of "ecological agriculture, modern countryside, civilized farmers".
