Effectively implement credit policy for people who have completed their prison sentences

BDK - Most people who have completed their prison sentences and returned to their hometowns want to have jobs and develop their family economy. However, one of the obstacles they often encounter is the lack of capital to invest in production and business. Based on this practical need, the Prime Minister signed and issued Decision No. 22/2023/QD-TTg dated August 17, 2023 on credit for people who have completed their prison sentences (Decision No. 22). The province has actively implemented this decision, helping many people have conditions to develop their economy and reintegrate into the community.

Long Thoi Commune Police and Cho Lach District Social Policy Bank visited the durian garden of a household borrowing under Decision No. 22/2023/QD-TTg.

According to the direction from the Central Government, the Social Policy Bank (CSXH) is the agency directly implementing the credit policy for those who have completed their prison sentences. In the past time, the provincial CSXH Bank has well implemented the lending processes and procedures, ensuring strictness, correct subjects, and regulations, creating the most favorable conditions for those who have completed their prison sentences and production and business establishments to access preferential capital sources.

Implementing Decision No. 22 of the Prime Minister and documents and instructions of the Ministry of Public Security on credit for people who have completed their prison sentences, the Provincial Police have proactively advised the Provincial Party Committee and the Provincial People's Committee to issue documents directing departments, branches, sectors and localities to coordinate in implementing the implementation. Colonel Nguyen Van Hanh - Deputy Director of the Provincial Police emphasized: With a core role in implementing Decision No. 22 of the Prime Minister, the Provincial Police have directed the police force of the whole province, especially the commune-level police, to proactively review and make a list of eligible subjects and coordinate with the Bank for Social Policies to deploy loans in accordance with regulations. Up to now, many cases have been disbursed and used for the right purposes, effectively promoting economic development, cultivation, livestock breeding... stabilizing life and reintegrating into the community.

As the force directly managing and assisting those who have completed their prison sentences, the commune-level police have promoted their core advisory role in implementing credit support policies and effectively coordinating the implementation of community reintegration work. Accordingly, the police of communes, wards and towns in the province have proactively grasped the situation, conditions and circumstances of those who have completed their prison sentences to advise and guide them in preparing documents and submitting them to the Commune People's Committee for approval to borrow capital from the Bank for Social Policies, while advising the Party Committee and authorities to direct local sectors and organizations to pay attention and support them to reintegrate into the community soon. Chairman of the People's Committee of Hoa Loi Commune, Thanh Phu District, Bui Thi Quyen expressed: "Decision No. 22 is very meaningful in that those who have completed their prison sentences and return to their locality after their prison sentences are in great need of capital, creating stable jobs, and helping their families overcome difficulties. The Commune People's Committee has implemented the decision, with the participation of the Police, sectors and organizations, and hamlet chiefs".

To date, the province has disbursed nearly VND10 billion to 145 cases. Of these, 8 cases have repaid the loan ahead of schedule. Through monitoring, most of them have used the capital for the right purpose, effectively, contributing to improving the economy of those who have completed their prison sentences, and reducing recidivism.

Decision No. 22/2023/QD-TTg of the Prime Minister has been issued to meet the aspirations of the majority of people who have completed their prison sentences and have the will to strive to improve their lives. According to Colonel Nguyen Van Hanh - Deputy Director of the Provincial Police, in the coming time, the Provincial Police will continue to promote its core role, proactively advising the entire political system to join in effectively implementing Decision No. 22 of the Prime Minister on credit for people who have completed their prison sentences in the whole province.

Coordinate and advise competent authorities to fully promulgate mechanisms, as well as ensure sufficient capital to provide timely loans to beneficiaries.”
