According to Circular 08/2023/TT-BGTVT just issued by the Ministry of Transport, more than 1.9 million cars have their inspection period extended. So what should car owners do?
On June 3, 2023, Circular 08/2023/TT-BGTVT amending and supplementing a number of articles of Circular No. 16/2021/TT-BGTVT regulating technical safety and environmental protection inspection of road motor vehicles according to simplified procedures and procedures officially took effect.
Accordingly, passenger cars with up to 9 seats that are not used for transportation business (with a production period of up to 7 years and a production period of 13 - 20 years) that have been granted a Certificate and Inspection Stamp before March 22, 2023 and are still valid for inspection as of June 3, 2023 will have their inspection cycle automatically extended according to the new cycle prescribed in Circular 02/2023/TT-BGTVT.
The inspection agency will automatically issue a Certificate of Validity of the Certificate and Inspection Stamp for the above vehicles without the vehicle owner having to bring the vehicle to the inspection center for re-inspection, helping to fundamentally resolve the current congestion in motor vehicle inspection, well meeting the inspection needs of people and businesses.
The issuance of certificates confirming the validity period of Certificates and Inspection Stamps for vehicles subject to extended inspection cycles is gradually updated in the order of vehicles due for inspection first.
Expected to be issued on June 3, 2023 for vehicles with inspection expiration date until June 10, 2023.
Vehicles with inspection deadlines until June 30, 2023 will be uploaded to the system before June 10, 2023. It is expected that the file creation for all vehicles will be completed before June 30, 2023.
Due to the sudden increase in the number of visitors to the Vietnam Register's website these days, the homepage is overloaded. The Register recommends that vehicle owners with many inspections still pending should not log in to reduce pressure on the system, and help vehicles that are about to expire to easily print out confirmations.
The Circular also stipulates the form of Certificate of validity extension of Certificate and Inspection Stamp of passenger cars with up to 9 seats not used for transportation business.
Vehicle owners can look up information on the website of the Department of Registration according to the following steps:

Access the website of the Vietnam Register http://www.vr.org.vn, go to "Check Inspection Renewal", the website will appear: https://giahanxcg.vr.org.vn, the screen will look like this:
Enter the following information: Registration plate, Inspection certificate serial number, authentication code then press the "Search" key.

More than 1.9 million cars have their inspection period extended

The Circular stipulates that the inspection agency automatically issues confirmation of the validity period of the Certificate and Inspection Stamp for vehicles participating in traffic without the vehicle owner having to bring the vehicle to the inspection center for re-inspection, helping to fundamentally resolve the current congestion in motor vehicle inspection, well meeting the inspection needs of people and businesses.
The subjects of application are passenger cars with up to 9 seats that are not used for transportation business (with a production period of up to 7 years and a production period of 13 - 20 years) that have been granted a Certificate and Inspection Stamp before March 22, 2023 and are still valid for inspection as of the effective date of Circular 08/2023/TT-BGTVT (ie June 3, 2023) will have their inspection cycle automatically extended according to the new cycle prescribed in Circular 02/2023/TT-BGTVT.
The issuance of certificates of inspection cycle extension for the above vehicles is valid until March 22, 2026.
According to the Ministry of Transport, more than 1.9 million cars with up to 9 seats that are not used for transportation business have their inspection deadline postponed for another 6 months.
155,592 vehicles with inspection deadline before June 3, 2023 still have to be inspected
The Circular also clearly states that automatic extension of the inspection cycle does not apply to cases where the Inspection Certificate and Inspection Stamp expire before the effective date of this Circular.
Therefore, vehicles with inspection deadlines before June 3 must still go to vehicle inspection centers to receive a Certificate and Inspection Stamp.
According to calculations by the Vietnam Register, there will be 155,592 vehicles in this category.
Will fundamentally solve the congestion of vehicle registration within 1 month
According to the Ministry of Transport, not having to inspect more than 1.9 million vehicles with automatic extension of inspection cycles will create conditions for inspection units to focus human resources and facilities mainly on inspecting other transport business vehicles as well as vehicles that are overdue for inspection but have not been inspected, to both resolve congestion and ensure early putting of vehicles into operation, minimizing unnecessary damage to society.
According to reports from transport associations, transport business vehicles suffer losses of 1-5 million VND/day if they are not inspected for operation and other unidentified losses such as: time wasted waiting, harm to people's health and spirit, creating negative public opinion in society, causing insecurity and disorder, taking advantage of traffic jams for personal gain, disrupting the supply chain, affecting the efficiency and growth rate of the economy; affecting foreign investment attraction in Vietnam as well as affecting the image of the country.
According to the Vietnam Register, Circular 08/2023/TT-BGTVT will help fundamentally resolve the current congestion of vehicle inspection within more than 1 month from the effective date.
