Fake drugs and fake milk continue to "heat up" the National Assembly

On June 17, the National Assembly discussed the results of socio-economic development; the transition to apply some special mechanisms and policies; and the practice of thrift and anti-waste.

Speaking at the meeting, National Assembly delegate To Van Tam ( Kon Tum ) cited data that in 2023, the market management force handled more than 52,000 cases of smuggling and counterfeiting. In 2024, this number was 47,000 cases. In the first 4 months of 2025 alone, more than 34,000 cases of counterfeit goods were discovered, more than 4,800 billion VND was collected, and 1,450 cases were prosecuted. This shows that the production and trade of counterfeit goods has not decreased, despite the efforts of the authorities.

According to the National Assembly member, counterfeit goods not only directly threaten people's lives but also undermine the reputation of reputable brands, trust in domestic enterprises, and cause tax losses... Counterfeit goods exist on the market, many of which are fake cosmetics, food, and drugs that have been circulating for many years, showing sophisticated and complicated methods of counterfeit production. On the other hand, the prosecution of a functional food trafficking ring involving more than 100 tons of high-ranking officials of specialized ministries shows that there is complicity from a number of officials who have degraded in morality and lifestyle.

“Counterfeit goods are rampant on social networks with the promotion of some influential people, celebrities, and loud advertisements, the picture of counterfeit goods has enough colors and levels, making it difficult for even the most knowledgeable consumers to distinguish counterfeit goods on the market,” emphasized Deputy To Van Tam.

Recently, the authorities have continuously cracked down on and punished many cases of counterfeit goods, and prosecuted many criminal cases. The Government and the Prime Minister have also given very strong directions, the management of goods and food safety has been assigned to agencies and localities for management but is still complicated. Therefore, the delegate suggested that the Government should strengthen inspection and review of the implementation process, and clarify whether there are many control points but there are still overlaps, inconsistencies, and loopholes in order to rectify and handle them promptly.

The Deputy assessed that the legal framework for combating counterfeit goods is quite complete, but consumers have not been compensated for losses, money, or health. The difficulty is how to prove counterfeit goods and how to appraise them. The government needs to promote legal support so that people can use this tool to protect their rights. According to him, counterfeit goods and trade fraud can be considered a national disaster in many aspects because of the serious consequences and implications. The Deputy suggested that the prevention of counterfeit goods and trade fraud should be raised to the level of a national strategy to improve efficiency...

This is also the content that some delegates are interested in expressing. Opinions are all in common about the need to strengthen the fight against counterfeit, fake and poor quality goods. Fighting must go hand in hand with building: building Vietnamese product brands to become a force against counterfeit and poor quality goods.

Deputy Le Huu Tri (Khanh Hoa) said that one of the key tasks of the Government in the coming time must be to resolutely fight against crimes of producing and trading counterfeit and fake goods - serious threats to people's health, life and trust.

The delegate raised a question that the public is concerned about: an entire legal management system that covers almost everything, along with many monitoring forces from the border, border gates to the interior, residential areas, why are hundreds of tons of fake drugs, fake functional foods, fake food and drinks still being produced, circulated, and sold openly in pharmacies, legal stores - even in hospitals, kitchens, and schools? He suggested that there should be a legal corridor to strictly punish criminals. There must be purges, detections and handling of law enforcement officers who have covered up and tolerated criminal acts.

Deputy Pham Dinh Thanh (Kon Tum) suggested that the crime of counterfeit and poor quality goods, especially fake medicine and fake milk, must be strictly handled because they affect people's health and the race. In particular, he said that these types of crimes must be strictly punished.
