Establishment of a Fund to promote the use of energy economically and efficiently

On the afternoon of June 18, the National Assembly passed the Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy.

The law has provided for breakthrough solutions to remove bottlenecks in the use of energy economically and efficiently. The law stipulates the establishment of a Fund to promote the use of energy economically and efficiently, aiming to promote the use of energy economically and efficiently in the direction of socialization. The Fund ensures financial independence, does not overlap with the revenue sources and expenditure tasks of the state budget and limits the increase in operating costs, production and business for enterprises and production and business establishments.

The Law stipulates the establishment of a fund to promote the use of energy economically and efficiently nationwide, contributing to the commitment to reduce net emissions to "0" by 2050; no new organization is established.

Presenting the report explaining and accepting the revision of the draft law, Chairman of the National Assembly's Committee on Science , Technology and Environment Le Quang Huy said that there were opinions suggesting considering adding regulations on energy labeling for construction materials; some opinions agreed with adding energy labeling for construction materials, however, they suggested continuing to review to ensure consistency with some other provisions in the draft law.

According to the National Assembly Standing Committee, the addition of regulations on energy labeling for construction materials is the legal basis for organizing the implementation of measures to use energy economically and efficiently in the construction industry. Incorporating the opinions of National Assembly deputies, the law has stipulated that the head of the central state management agency on construction is responsible for developing specific regulations on this content.
