The Party Committee of the Central Business Bloc continues to implement the five basic principles of organizing the Party's activities: Democratic centralism within the Party; self-criticism and criticism; solidarity and unity; close attachment to the people; the Party operates within the framework of the Constitution and the law.

The above is the request of Politburo member and Standing member of the Secretariat Luong Cuong at the working session with the Party Committee of the Central Enterprises Bloc on the morning of July 30 in Hanoi .

Implement the basic principles of Party organization and operation

Affirming the important position and role of the Party Committee of the Central Business Bloc in participating in proposing to the Central Committee to adjust macroeconomic activities, Standing member of the Secretariat Luong Cuong emphasized that the Politburo stipulates that the Party Committee of the Bloc has the function of leading, directing, inspecting and supervising the subordinate Party Committees to strictly implement the Political Platform, Party Statutes, resolutions and directives of the Party, and laws of the State; to successfully complete political tasks and organizational and personnel work.

Along with that is building a clean and strong Party Committee and socio-political organization; developing strong and effective enterprises and units; participating in research and making proposals to the Central Committee on Party work, organizational work, cadres and political tasks of enterprises and units in the Bloc.

The Party Committee of the Bloc is a party organization model with its own characteristics, without the same-level government; does not directly assign planning targets and direct production and business activities; presides over the approval of the work of Party committee cadres according to decentralization and only coordinates with the owner agency to give opinions when the competent authority decides on the work of leadership and management cadres of enterprises in the Bloc.

Acknowledging the results that the Party Committee of the Bloc has achieved since the beginning of the term, focusing on the first 6 months of 2024, the Standing Secretariat said that the Party Committee of the Bloc has identified, thoroughly grasped, and firmly grasped the regulations on assigned functions and tasks; united, overcome difficulties, and focused on leading, directing, and organizing resolutely in the spirit of the Resolution of the 13th National Party Congress and the Resolution of the 3rd Party Congress of the Bloc; thereby achieving many very important results in all fields.

Party building work in terms of politics, ideology and ethics has been comprehensively implemented, with many new points, especially in studying, researching, thoroughly understanding and implementing Party resolutions.

Basically agreeing with the tasks set out in the coming time, the Standing Secretariat requested the Party Committee of the Central Enterprises Bloc to continue to focus on grasping the functions, tasks, powers, and relationships of the Party Committee of the Bloc and its affiliated Party Committees; innovate leadership methods, improve the leadership quality of Party committees and Party organizations at all levels in accordance with current regulations and in accordance with the reality and characteristics of the State Enterprises Bloc.

"In particular, strengthening political education, unifying awareness of the position and role of state-owned enterprises, the responsibilities of each cadre, civil servant, party member, and worker, and improving production and business efficiency," the Standing Secretariat emphasized.

Thoroughly grasping a number of key issues in Party building work, the Standing Committee of the Politburo noted the continued implementation of the Party's basic organizational principles, which are: Democratic centralism within the Party; self-criticism and criticism; solidarity and unity; close ties with the people; and the Party operating within the framework of the Constitution and laws.

The Party Committee of the Bloc and Party Committees at all levels organize to thoroughly grasp and concretize the implementation of Directive No. 35-CT/TW of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party; issue a plan to organize congresses at all levels towards the 4th Party Congress of the Bloc, term 2025-2030 and the 14th National Congress of the Party; launch an emulation movement to strive to complete and exceed the targets set out in the resolutions of Party Congresses at all levels for the 2020-2025 term...

In addition, the Standing Secretariat requested to review the team of Party committee officials, leaders and managers of enterprises of the Party Committees under the Party Committees and coordinate with the Party Committees of ministries and branches to perfect the team of leaders and managers of enterprises according to regulations to prepare for the personnel work of the Party Committees under the Party Committees for the 2025-2030 term; strengthen leadership and direction to consolidate and perfect grassroots Party organizations in enterprises under the Party Committees of the Bloc in accordance with the Central's regulations and the organizational model of the enterprises.

Along with focusing on ensuring the quality and progress of the inspection and supervision program; thoroughly grasping and implementing new documents of the Central Committee, the Standing Secretariat requested the Party Committee of the Bloc to continue to pay attention to taking care of the material and spiritual lives of cadres, civil servants, party members and workers; and have policies to attract talented and capable people in state-owned enterprises.

Improve production and business efficiency

Receiving the comments and directions of the Standing Secretariat, Party Secretary of the Bloc Nguyen Long Hai said that the Bloc Party Committee continues to grasp, implement and apply the regulations, functions, tasks, and working relationships of the Bloc Party Committee with corporations and general companies according to the regulations in the documents of the Politburo, the Secretariat, most recently Decision No. 147-QD/TW, dated May 14, 2024 of the Secretariat on promulgating the model working regulations of the grassroots-level Party Committee in state-owned enterprises.

Along with that, it is necessary to strengthen political and ideological work, thoroughly grasp and implement the resolutions, policies and directives of the Central Committee, and ensure the Party's leadership role in state-owned enterprises through the Party's working principles and leadership methods.

Implementing the working relationship between the Party Committee of the Bloc and relevant agencies, especially those related to Party building work, the Party Committee of the Bloc directs the development of content and propaganda for party congresses at all levels, the 4th Party Congress of the Bloc for the 2025-2030 term; launching an emulation movement to strive to complete and exceed the targets of the resolutions of party congresses at all levels for the 2020-2025 term.

According to the report of Standing Deputy Secretary of the Party Committee of the Bloc Nguyen Duc Phong, since the beginning of the term, the Party Committee of the Bloc and Party committees at all levels in the entire Party Committee of the Bloc have proactively led and issued many resolutions, directives and conclusions in accordance with practical requirements; promptly led and directed enterprises to focus on synchronous, comprehensive and effective implementation in all aspects of Party building work and implementation of political tasks, production and business.

Total revenue of corporations and general companies in the Block all grew, from 1.4 million billion VND to more than 2 million billion VND (up more than 42%); pre-tax profit from 123,000 billion VND to nearly 200,000 billion VND (up 61%); budget contribution from 220,000 billion VND to more than 242,000 billion VND (up 10%); implementation of social security work with the total amount of social security work reaching over 10,000 billion VND.

In the first six months of 2024, despite the many difficulties in the socio-economic situation, the Party Committee of the Bloc has led and directed its subordinate Party Committees to direct enterprises to synchronously implement many solutions to stabilize operations and improve production and business efficiency.

Production and business activities of enterprises in the Bloc achieved positive results.

Total revenue of corporations and general companies in the Bloc is estimated to increase by 12.2%, pre-tax profit is estimated to increase by 42.4%; State budget contribution is estimated to increase by 1.82% over the same period in 2023./.
