Groundbreaking ceremony for construction of primary and secondary schools in border communes will be held on November 9, 2025
The meeting heard a report on the implementation of the Conclusion Notice No. 81-TB/TW dated July 18, 2025 of the Politburo on the policy of investing in building schools for border communes in the province and the Central Government's directive documents related to investing in building schools for border communes.
Up to now, the Provincial Party Committee and the Provincial People's Committee have promptly directed the Departments of Education and Training, Construction, Finance and related Departments, branches and units to direct and guide communes to review the current situation and propose the need to build inter-level boarding schools. Based on the proposals of units and localities, the Provincial People's Committee has issued documents reporting to the Ministry of Education and Training on the need to invest and build complete school facilities for 21 land border communes in the province. At the same time, the People's Committees of communes have been directed to review, select and propose the location and scale of the planned construction of inter-level boarding schools. Recently, the province held a groundbreaking ceremony for the construction of Na Ngoi Inter-level Primary and Secondary School in Na Ngoi commune.
The Provincial People's Committee is determined to complete the construction of pilot schools in 2025 and complete them before August 30, 2026. In particular, the groundbreaking ceremony for the construction of inter-level primary and secondary schools in border communes will take place simultaneously across the country on November 9, 2025 in both direct and online forms. In this phase, Nghe An province will deploy in 09 communes; the main bridge will be organized at Hanh Lam Inter-level Primary and Secondary School, Hanh Lam commune; online television bridges will be at 8 inter-level primary and secondary schools in the communes: Nhon Mai, Keng Du, Bac Ly, Mon Son, Que Phong, Tam Thai, Anh Son, Tri Le.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Hoang Nghia Hieu proposed to establish a Steering Committee to monitor the project implementation weekly and report to the Standing Provincial Party Committee to hear the progress every month.

Chairman of the Provincial People's Committee Le Hong Vinh said that it is necessary to carry out the school construction project while updating the land use planning to ensure the set progress.

Chairwoman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation Vo Thi Minh Sinh suggested that it is necessary to build inter-level schools associated with launching the movement "The whole country for beloved border students" so that the program can spread throughout the social community.

Vice Chairman of the Provincial People's Committee Hoang Phu Hien said that there is currently an open model design for localities to implement, however, further research is needed to have specific instructions suitable for each locality.

Director of the Department of Construction Pham Hong Quang pointed out the difficulty in choosing a location to build a school that would both ensure no landslides and have enough area to build an inter-level school.
Commenting on this content, according to delegates, during the implementation process, there were difficulties in determining the location, site, land area, land planning related to the site to build the school (because the minimum area for an inter-level school cannot be less than 5 hectares)... Regarding the issue of design and sample scale, the Ministry of Construction has sent the sample design of an inter-level school, but because this design is applicable to many areas (islands, mountainous areas), it is necessary to study more specific instructions to suit each locality.

After listening to the reports and comments of the delegates, Provincial Party Secretary Nguyen Duc Trung acknowledged and highly appreciated the results that the agencies have implemented in the recent past; at the same time, he also pointed out a number of difficulties and problems to find solutions.
The Provincial Party Secretary requested the leaders of the Provincial People's Committee to direct the Departments, branches and localities to clearly identify the locations, positions and areas of the land, trying to have a minimum area of 5 to 10 hectares according to the guidance of the Ministry of Education and Training. In case the area is not guaranteed, it is necessary to proactively propose a flexible solution; it is possible to choose one location for the school and another location nearby for the dormitory/housing area. All locations selected to build schools must determine the factor of ensuring absolute safety, avoiding flash floods, landslides; this is a prerequisite factor.
The Provincial People's Committee proactively reviewed the locations and land origins, following the principle of both allowing school construction and land conversion, then updating the land use plan to ensure progress. Conditions on traffic infrastructure, electricity, water, information, etc. must be determined in sync with the land area for school construction. The Provincial People's Committee directed the review of investment procedures, based on current regulations and instructions from the Central Government to propose simplified steps, meeting the implementation of the investment policy on school construction for border communes in the province on schedule.
In addition to the central resources, it is necessary to identify additional local resources to ensure funding for implementation according to schedule. At the same time, it is necessary to mobilize human resources and local forces (such as police, army, youth forces) to support implementation. It is necessary to determine a very detailed roadmap to implement the project, especially 10 schools to complete before August 30, 2026, the remaining 11 schools to implement in the following period.
Regarding the organization of groundbreaking ceremonies nationwide, the Provincial Party Secretary requested the Provincial People's Committee to assign the Departments and branches to review and ensure proper implementation according to the program, plan and significance of this activity. This is an extremely important policy. During the organization and implementation process, it is necessary to report to the Provincial Party Standing Committee on the progress of implementation each month to have timely and effective instructions during the implementation process.

Units under the Provincial People's Committee continue to review and reorganize in the direction that if focal points cannot be reduced, they must also be reduced within them. It is necessary to study the reorganization of localities with similarities to implement appropriately.
Regarding the results of receiving, mobilizing, and seconding cadres, civil servants, and public employees in implementing the 2-level local government organization model, according to Provincial Party Secretary Nguyen Duc Trung, there are still difficulties in arranging and organizing cadres to implement the 2-level local government; especially ensuring a balanced staffing arrangement to carry out work in communes between the plains and mountainous areas, between communes, and within communes, there are still many shortcomings.
Agreeing with the report and implementation method, the Provincial Party Secretary requested the Provincial Party Committee's Organization Board and the Provincial People's Committee Party Committee to carry out the assignment of cadres, civil servants and public employees according to the decentralization to ensure compliance with regulations. The implementation must have a specific plan and roadmap for implementation, and in the immediate future, resolutely carry out the transfer and rearrangement from places with surplus to places with shortage. At the same time, the Party Committees of communes and wards must make a list of existing cadres and surplus cadres to be arranged, and report to the Provincial People's Committee to grasp the list, on that basis, consider the arrangement and reassignment. The review must clearly assess the number of surplus staff, in accordance with the job positions in the communes that are still lacking.
Departments and branches review the staff of civil servants and public employees, make a list to arrange 5% of civil servants and public employees to mobilize, second, and strengthen to communes, initially prioritizing the arrangement of enough leadership positions of communes. For the professional job positions that are still lacking, it is implemented according to the principle of approaching the actual needs of the locality. Regarding the secondment period, the minimum is 6 months and the maximum is 3 years according to regulations. Every month, the Provincial Party Committee's Organization Committee will synthesize and report to the Provincial Party Committee's Standing Committee (if necessary) for implementation direction. In the coming time, assign responsibilities to each member of the Provincial Party Committee's Standing Committee and member of the Provincial Party Committee's Executive Committee assigned to be in charge of the locality, attaching responsibilities to each locality to monitor and grasp the situation of the tasks to give opinions, thereby ensuring the arrangement of cadres, civil servants and public employees at commune-level administrative units to ensure effective implementation of tasks.

The project has a total investment of more than 19 billion VND.
