(QBĐT) - Under the lush green forest canopy, there are potentials and advantages that have been and are being awakened by forest owners and people to create income through the exploitation of non-timber forest products (NTFPs), carbon credits, ecotourism, medicinal plant cultivation, and the development of buffalo, cow, goat, and honeybee farming... However, the exploitation of potential "treasures" and advantages under the forest canopy in the province is still small-scale and fragmented, not creating a breakthrough in forest economic efficiency.
The whole province has a total forest area of over 591,000 hectares (of which the forested area is nearly 550,000 hectares, the planted forest area is over 41,700 hectares), the forest coverage rate is 68.7%. The large forest area along with a very diverse and rich fauna and flora system, the forest has brought many practical benefits to the people such as improving the ecological environment, combating climate change, preventing landslides, creating jobs, increasing income...
Mr. Ho Thao, Head of Ooc village, Trong Hoa commune (Minh Hoa) said: The village currently has 69 households, 323 people, all of whom are Khua people. With its geographical location next to the forest in the Giang Man mountain range, for many generations, due to the scarcity of agricultural land, low education level, and no secondary jobs, most of the people in Ooc village have depended entirely on exploiting forest resources for their livelihood. That is also the reason why the forest is getting poorer.

Since the Law on Forest Protection and Development came into effect, many forest areas have been assigned ownership, and the people of Ooc village have used and exploited forest resources more seriously and responsibly. In the process of collecting bamboo shoots, dong leaves, conical leaves, rattan, bamboo, wild shoots, medicinal plants, natural honey, etc., people always advise each other to keep a certain percentage of seedlings when exploiting so that the forest can recover in time, creating conditions for people to earn a living in the following season. Thanks to that, many forest areas are still well protected, providing many job opportunities and generating significant additional income for people to stabilize their lives.
Director of the Dong Chau-Khe Nuoc Trong Nature Reserve Management Board Bach Thanh Hai shared: Dong Chau-Khe Nuoc Trong Nature Reserve currently has a total area of over 22,210 hectares, with a forest coverage rate of over 98%. To promote the potential and advantages under the forest canopy, in recent times, the unit has coordinated with units and organizations such as Helvetas, Vietnam Nature Conservation Center, Vietnam Academy of Agricultural Sciences... to pilot the planting of 1 hectare of yellow camellia medicinal plants (with 20 species), 500m2 of red lingzhi mushrooms, 5 hectares of red turmeric, 10 hectares of white dong, and more than 6,000 scattered trees (including: Lim, doi, huynh, xoan dao, and lat hoa).
In addition, the unit also coordinated to pilot the raising of 50 hives of bees to build OCOP products; promote and exploit the experimental community tourism product combined with eco-tourism "Khe Nuoc Trong, Suoi Tien and conquering Cong Troi waterfall, Bai Dan". If the testing of these models is successful, the Dong Chau-Khe Nuoc Trong National Park Management Board will gradually advise and submit to competent authorities to allow the unit to expand the model to awaken the "treasures" under the Dong Chau forest canopy, promote conservation-friendly production and business for communities that depend on the forest...
“In order for the exploitation of the “treasures” under the forest canopy to be truly effective, first of all, forest owners need to strictly comply with the regulations of the Ministry of Agriculture and Rural Development related to the management and exploitation of forest products under the forest canopy; proactively develop plans for sustainable forest management and development so that competent agencies have a basis for consideration and approval, thereby calling for investment promotion; develop and use forests in a multi-functional, multi-value direction based on the potential and advantages of each region and locality…” said Mr. Phan Thanh Loc, Deputy Head of the Forest Use and Development Department, Provincial Forest Protection Department. |
For a long time, when mentioning forests, many people only care about wood and forget about other values of forests such as environmental landscape, ecotourism, NTFPs, medicinal herbs. However, with many specific actions, some units, forest owners, and people have boldly invested in and expanded the area of annual and perennial medicinal plants under the forest canopy such as ginseng, cardamom, dandelion, fritillary, and mat nhan...; developed livestock under the forest canopy such as buffalo, cows, goats, and honey bees; piloted exploitation of community tourism products combined with ecotourism such as Cha Rao and Cha Cung streams (Truong Son commune, Quang Ninh); Duong Cam waterfall (Kim Thuy commune), Cha Loi cave, and Nuoc Lanh stream (Ngan Thuy commune, Le Thuy)...
Notably, in 2022, the Department of Agriculture and Rural Development supported nearly 450 million VND to plant 14.3 hectares of medicinal plants (including: La Khoi tree, Ba Kich tree, Thien Nien Kien tree) in Thuong Hoa commune, Quy Dat town (Minh Hoa), Huong Hoa commune (Tuyen Hoa), Hung Trach commune (Bo Trach), Truong Xuan commune (Quang Ninh). The goal of the above support is to serve as a basis for assessing the economic efficiency of growing medicinal plants under the canopy of natural forests, as a basis for expanding to other areas; creating jobs, increasing income for people, especially people in mountainous areas; contributing to stabilizing people's lives and protecting forests sustainably; propagating and raising people's awareness of the benefits of combining forest protection and exploitation and use of medicinal plants under the canopy of forests to bring about sustainable economic efficiency.
It can be affirmed that exploiting the potentials and advantages under the forest canopy will bring many economic benefits to forest owners and people in the province, creating more job opportunities, in line with the "Plan to implement the Vietnam Forestry Development Strategy for the period 2021-2030, with a vision to 2050 in Quang Binh province" of the Provincial People's Committee in Decision No. 3646/QD-UBND, dated November 11, 2021.
