
The socio -economic achievements of this term through reports are a miracle.
Discussing socio-economic issues, delegate Truong Trong Nghia (HCMC) expressed his agreement with the Government's term reports and the inspection reports of the Committees, especially the Economic and Financial Committee , and the opinion of many delegates was that we have passed a term with special achievements.
Delegates cited: In addition to the COVID-19 pandemic in the 2021-2025 period, Vietnam has been affected by about 42 storms and tropical depressions in the East Sea, of which about 17 made landfall, followed by unexpected and uncontrollable tariff earthquakes.
According to the delegate, despite shortcomings and mistakes that some departments and individuals had to pay for, the socio-economic achievements of this term as reported are a miracle. This achievement was due to the focused, decisive and sharp leadership of the Party, the National Assembly, the Government and the team of cadres, civil servants and public employees. Voters also highly appreciated the Prime Minister's decisive, close and effective leadership role.
The delegates suggested that special gratitude should be paid to the Vietnamese people, all sectors, all professions, all genders, all classes with the tradition of "people in the same country must love each other" who have endured and joined hands to help the country overcome the most difficult period and continue to develop. Affirming the truth that the people are the root and the people's strength is like water.
Regarding upcoming goals and solutions, the delegate expressed: "In short, the goal is that Vietnam must become a developed country by 2045, or even sooner if it knows how to overcome its own limits."
According to the delegate, "development" properly understood is not just an average income per capita of 15,000-20,000 or 25,000 USD/year. He emphasized that to develop, one must overcome many risks and challenges, first of all, "the risk of falling behind and falling into the middle-income trap is becoming a huge challenge that the economy must overcome."
To avoid the risk of the middle-income trap, the economy must grow highly in the medium and long term, while also being self-reliant, resilient and internationally competitive.
The solution to avoid falling into the middle-income trap is to transform the growth method and model. Specifically, the intelligent economy, digital economy, green economy and circular economy.
According to the delegate, this is a task that the entire system must focus on solving right at the beginning of the new term with institutional breakthroughs.
People and businesses are waiting for the National Assembly and the Government to immediately issue specific, transparent and consistent regulations and decisions so that the entire economy can quickly and strongly shift to a growth model. Otherwise, we will lose the opportunity to join developed countries in the new era of humanity.

Salaries of officials, civil servants and public employees must be equal to the average living standard of society.
According to the delegate, another huge challenge that must be overcome is the human factor, human resources - the decisive factor for the success or failure of all policies, strategies and laws.
Regarding the staff, civil servants and public employees, decentralization and delegation of power have not been accompanied by adequate allocation of resources in terms of human resources, finance, technology and facilities.
Notably, the psychological and ideological impact on cadres, civil servants, and public employees, especially those holding leadership positions, is an issue that needs attention.
The delegates proposed that there must be a breakthrough decision on the income and treatment of cadres, civil servants and public employees according to the principle: The salary of cadres, civil servants and public employees must be equal to the average living standard of society, not allowing them to become a low-income class.
Only then can they focus on work, not having to worry about making a living, not having to work extra to make ends meet.
Along with increased income, it is necessary to establish a reasonable KPI system, apply a suitable salary and bonus regime, and strict sanctions for KPI implementation, along with other reasonable incentives to promote capacity and arouse the desire to contribute of this team.
Besides, to develop in the current era, training and attracting talent is a mandatory and urgent need that needs to be focused on and implemented effectively.
Immediately apply scientific and reasonable standards, criteria and methods to evaluate and select staff.
In appointing leaders of sectors, delegates at all levels proposed to immediately apply scientific and reasonable standards, criteria, and methods to evaluate and select using objective and impartial measures, for the highest interests of the country.
Planning for leadership cadres must be a process of testing and verification, with ups and downs, ins and outs; it is necessary to use and boldly appoint those who have demonstrated their qualifications, real capacity, enthusiasm for dedication, and high public service ethics, whether in or out of the planning, inside or outside the Party.
"During the resistance war, many scholars, intellectuals, and officials of the old regime were trusted by Uncle Ho with important responsibilities, even the power of President, and did not hesitate to sacrifice their lives, making worthy contributions to the country and the people. They were not in the planning category and were not party members. Peace and unification have been over 50 years, there is no reason why we cannot follow Uncle Ho's lesson in using people," the delegate emphasized.
