The Law on Drug Prevention and Control was passed by the 14th National Assembly and took effect from January 1, 2022. After one year of implementation with determination, drasticness, and synchronization, Lai Chau province has achieved many positive results. In response to the province's development requirements in the new situation, Lai Chau determined to continue to promote the implementation of the Party's leadership and direction documents and the State's laws, especially the Law on Drug Prevention and Control, contributing to ensuring security and order in the area.

Drug crimes and drug abuse are the cause of criminal acts and social disorder and insecurity, and are the source of many types of criminal offenses. To strengthen state management of drugs and reduce the harmful effects of drug crimes on society, at the 8th session on December 9, 2000, the 10th National Assembly passed the Law on Drug Prevention and Control, which took effect on June 1, 2001 with provisions on prevention, suppression, and combating drug abuse, controlling legal activities related to drugs, and the responsibilities of individuals, families, agencies, and organizations in drug prevention and control, and the Law was amended in 2008. In order to continue to improve the mechanisms, policies, and laws on drug prevention and control and overcome limitations, remove difficulties, and inadequacies in the provisions of the 2000 Law on Drug Prevention and Control (amended and supplemented in 2008), contributing to improving the effectiveness and efficiency of drug prevention and control, ensuring social order and safety, creating a healthy, secure, and safe environment. comprehensive, serving socio-economic development; on March 30, 2021, at the 11th session, the 14th National Assembly passed the Law on Drug Prevention and Control (amended, No. 73/2021/QH14) and took effect on January 1, 2022. The Law has 8 chapters, 55 articles, with many important amendments and additions; in particular, the Law adds a new Chapter on Management of Illegal Drug Users, which has overcome the gaps in this work, contributing to preventing and limiting the increase in addicts, reducing the "demand" for drugs... This is a very important legal basis to create changes in drug prevention and control work in the coming time, overcoming shortcomings and difficulties, close to the current situation.
In order for the Law to quickly come into effect, Party committees and authorities at all levels in the province focus on leading and directing the synchronous implementation of propaganda and dissemination of the Law and drug prevention and control work in many forms, with many participating forces and focusing on the grassroots, focusing on key areas and localities with potential complex drug problems. Promoting the strengths of the media and press. Lai Chau Newspaper, Provincial Radio and Television Station (PT-TH) opened and maintained the columns "Lai Chau Security", "Disseminating legal knowledge"... The Provincial Radio and Television Station translated into 4 ethnic minority languages (Thai, Mong, Dao, Ha Nhi); in particular, the grassroots radio system selected the content of the Law, new documents and policies on drug prevention and control and after more than 1 year, it has produced 350 news, articles, and 98 propaganda reports. The Department of Culture, Sports and Tourism organized 610 mobile information sessions, thousands of banners, slogans, posters and 7 photo exhibitions on the topic of drug prevention and control. The Department of Labor, War Invalids and Social Affairs directed the organization of propaganda, consultation and dissemination of legaleducation on drug prevention and control for 174 students at the Compulsory Drug Rehabilitation Center. In order to promptly provide documents and unify propaganda content, the Department of Justice published 20 books (Q&A documents) and over 20,000 leaflets on propaganda and dissemination of law, including content on drug prevention and control; developed a legal aid plan, integrated propaganda, dissemination and education on drug prevention and control, directly organized 6 conferences on propaganda and legal education for 500 people. The provincial police and border guards have performed well their core functions in the fight against drugs, and have actively coordinated with local Party committees, authorities and functional agencies to promote the dissemination of the Law on Drug Prevention and Control and the Party and State's policies and laws on drug prevention and control in the community. In particular, the provincial border guards have organized 45 dissemination sessions for over 2,800 people. The Fatherland Front and social organizations of the province have played a good role in disseminating the law on drug prevention and control to all classes of people; organized thousands of dissemination sessions for tens of thousands of union members, association members and people of all classes in the province on the law on drug prevention and control. The whole province has mobilized 1,006 residential areas and 85,612 households to register for drug prevention and control; There are 8 district and city trade union organizations, 6 industry trade unions and over 85% of grassroots trade unions implementing the development of crime prevention and drug prevention programs...
Along with the propaganda and dissemination of laws on drug prevention and control, the fight against drug crimes has also been promoted in conjunction with the management of illegal drug users and drug addicts. Many plans for drug crime prevention and control have been continuously and extensively implemented. Specialized drug prevention and control agencies under the Police and Border Guard forces have focused on cracking down on drug crimes and social evils in key areas and locations. After one year of implementing the Law on Drug Prevention and Control, the province has detected, arrested and received 546 cases with 665 subjects, seized more than 84 kg of heroin, 4 kg of synthetic drugs, and 6 kg of opium. Strengthened screening and created 204 files to send drug addicts to compulsory drug rehabilitation facilities. Continued implementation of the program for substitution treatment of opioid substances with Methadone, reaching a coverage rate of 68% of addicts with management records.
With synchronous, determined and drastic measures of the entire political system, after one year of implementing the Law on Drug Prevention and Control 2021 and the documents detailing the implementation of the Law have gradually come into life. Currently, there are no "hot spots" for drug crimes in the province, contributing to stabilizing the security and order situation, effectively serving the socio-economic development tasks of the province.
However, besides that, the work of preventing and combating drugs in the province also has many difficulties and limitations. The province has a large area, complex terrain, and limited awareness of some ethnic minorities in remote, isolated, and border areas, causing difficulties in propaganda and dissemination of laws, as well as drug prevention and combat. The situation of secretly growing opium poppies still occurs in some places, especially in mountainous and remote areas. The province does not have any areas or hotspots for drug crimes, but the number of addicts is still quite large (currently, the whole province still has over 3,000 drug addicts with management records). Management, counseling, vocational training support, job creation, and capital support for people completing drug rehabilitation programs are still limited. Lai Chau is forecast to remain a transit area for illegal drug traffickers...
In order to continue to effectively implement the Party's leadership and direction documents and the State's laws, especially the 2021 Law on Drug Prevention and Control in the coming time, it is necessary to: Continue to thoroughly grasp and effectively implement Directive No. 36-CT/TW of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat; Action Program No. 35-CTr/TU, dated November 1, 2019 of the Provincial Party Committee on implementing Directive 36-CT/TW of the Politburo and the Central and Provincial Party Committee's directive documents. Promote the strength of the entire political system in propaganda work, fighting against drug crimes and drug abuse. Enhance the role and responsibility of Party committees and authorities at all levels in leading, directing the concretization and implementation of the Party's guidelines and policies, the State's policies and laws on drug prevention and control. Continue to promote propaganda, education and dissemination of laws on drug prevention and control; on the serious consequences of violations of the law on drug prevention and control; on the harmful effects of drugs, carried out synchronously in many forms, promoting the role of forces in propaganda work. Focus on propaganda for young people, students and those vulnerable to drug crimes and evils. Promote the role of grassroots Party committees and authorities, with the core being the communal police force, in drug prevention and control right from the grassroots level, especially in the management of addicts and illegal drug users. Strengthen and improve the effectiveness of drug rehabilitation and management of drug addicts after rehabilitation; along with continuing to strengthen the fight to eradicate drug trafficking and illegal drug use hotspots...
Drug prevention and control is an extremely important task, requiring all levels, sectors, cadres, party members and people in the province to raise awareness, sense of responsibility, participate with determination and drastic spirit, together with functional forces to gradually push back and prevent drug crimes and drug abuse in the area, contributing to ensuring security and order, creating conditions for successful implementation of socio-economic development goals and tasks, building Lai Chau stable and sustainable development./.
