Continue to innovate the Party's leadership and governance methods

BHG - The 13th National Party Congress documents emphasize: "Continuously improve the capacity and innovate the Party's leadership and governance methods in new conditions". This is the first time in the Party's documents that the two concepts of leadership and governance are linked together. The Party has both a leadership role and must take responsibility for its leadership, and holds the power to manage the country. Party leadership includes three main activities: Proposing policies and guidelines; organizing the implementation of leadership decisions; inspecting and supervising the implementation of leadership regulations. Governance is the position and responsibility of the Party when it has won power and is entrusted and respected by the people to manage the country. The Party uses its governing power to influence and control the State and society in order to serve the people and is responsible to the nation according to the motto: the Party leads, the State manages, and the people are the masters. From the victory of the revolution, when the leading Party becomes the ruling Party, it is a condition for the Party to realize the revolutionary goal, but at the same time, if not fully aware to prevent, it will lead to abuse of power, dependence on power, distance from the people and degeneration. Therefore, the method of linking the Party's leadership with power is extremely important in building and rectifying the Party.

The Party's leadership and governing methods include all methods, forms, measures, processes, regulations, rules, working methods... by which the Party uses its power to influence and control the State and society in order to implement the Party's political platform and policies worthy of the role, position and responsibility of a single leading and ruling Party.

The Party leads and governs by its platform, guidelines, resolutions and major policies; by the role of Party organizations, cadres, Party members, and activities in State agencies to lead the State to institutionalize and concretize them into the Constitution, laws, policies, programs, plans and organize their implementation. The Party leads and governs by the exemplary vanguard role of Party members, by propagating, persuading, and mobilizing the masses through the political system and the whole society to support, agree with and actively implement the Party's guidelines, policies and laws of the State to put them into practice. In particular, the Party leads and governs must pay great attention to personnel work; unify and focus on leading organizational work and personnel work in introducing outstanding Party members with sufficient capacity and qualities to take on key positions in organizations in the political system at all levels, sectors, and unions from the Central to the grassroots. It is necessary to attach great importance to the Party's inspection, supervision and discipline of Party organizations as well as Party cadres and members in all fields in implementing Party Resolutions and State policies and laws.

Summarizing practice and studying theory on the ruling Party, including the ruling method of the sole leading Party, must be linked to the requirements and tasks of each revolutionary stage, must be adaptable, suitable, not rigid or mechanical. The 13th National Party Congress advocates continuing to enhance the leadership role and ruling capacity of the Party, linking leadership with ruling into a leadership method, according to the following contents:

1. It is necessary to maintain and strengthen the role, position and responsibility of the Party in leading the State and society, at the same time promoting the role and responsibility of the State and ensuring the rights of the people. In the context of the ruling Party, it is necessary to link leadership with governance in order to fully promote the role and responsibility of the State so that the Party's policies and guidelines are institutionalized, concretized and fully and successfully implemented. This also ensures the unity between the Party's leadership and governance goals and the power and interests of the people, all power belongs to the people.

2. The Party's leadership and governance methods demonstrate the Party's leadership, governance and fighting capacity. Therefore, innovation in leadership and governance methods is placed within the overall task of building and rectifying the Party and the entire political system; in sync with socio -economic innovation, adapting to changes in the country and the world. Accordingly, the country's rapid and sustainable development according to the set goals and the people's trust in the Party's leadership must be taken as a measure of innovation in the Party's leadership and governance methods.

3. The innovation of the Party's leadership and ruling methods must comply with the Party's principles, organization and operation, first of all the principle of democratic centralism; comply with the Party's Charter and what Party members are not allowed to do; comply with the provisions of the Constitution and the law. It is necessary to strengthen the relationship between the Party's leadership, the State's management, and the people's mastery. The Party is closely attached to the people, serves the people, is supervised by the people, and is responsible to the people for its regulations.

4. Innovating the Party's leadership and governance methods, we must pay special attention to promoting the role and responsibility of Party organizations and cadres and Party members, especially leaders in Party organizations, State agencies and the political system. The Party leads and governs through the role of Party delegations and Party executive committees of Party committees at all levels in State agencies and the political system in upholding the Party's leadership principle; in organizing the implementation of the Party's policies and decisions; promptly and effectively institutionalizing, concretizing and being creative in organizing implementation; closely inspecting and supervising, especially controlling power internally; fighting bureaucracy, indifference, lack of responsibility, authoritarianism, arrogance, embezzlement, corruption, negativity, etc.

5. Innovating the leadership and governance methods, it is necessary to pay special attention to implementing democracy, first of all democracy within the Party, enhancing dialogue, self-criticism and criticism. Being open to criticism and counter-arguments from members of the political system and the people in a public and transparent manner from the setting of policies, tasks, organization and implementation, and arrangement of cadres. Implementing inspection and supervision of the implementation of Party discipline and State laws. Controlling power must come from the Party's own requirements and true democracy; in the political and legal system; in the leadership and governance capacity. No individual or organization is allowed to be outside the inspection and supervision of the Party, State laws and people's supervision. Cadres and Party members, especially leaders, must set an example, be upright, honest, comply with discipline and the law, and practice political culture associated with legal culture.

Implementing the cause of innovation is a process in which continuing to innovate the Party's leadership and governance methods is extremely important, and needs to be closely linked to the innovation of the social management mechanism; as well as to the building and rectification of the Party and a clean and strong political system. Leadership and governance is a science , proactively and selectively innovating in the process of building a socialist rule-of-law state to respond to each revolutionary stage, so it is necessary to have an open-minded and selective attitude to grasp the reality, draw lessons including successes and failures, apply experiences in political quintessence, national governance to enrich the Party's leadership and governance methods before the noble mission of leading the nation to develop with the aspiration of strength and prosperity, realizing the goal of "Rich people, strong country, democracy, fairness, civilization".
