The inter-agency delegation included members from the Departments of Natural Resources and Environment, Industry and Trade, Construction, Justice, Labor, War Invalids and Social Affairs; the Provincial Police, the Tax Department and the People's Committee of Quy Hop District. The delegation was led by Mr. Vo Van Ngoc, Deputy Director of the Department of Natural Resources and Environment.
Regarding the inspection content, the inter-agency team will inspect the compliance with laws on minerals, land, environment, mine design, labor safety, use of industrial explosives, fulfillment of financial obligations, taxes, and other relevant laws by the enterprises subject to inspection. The inspection period covers from January 1, 2018, to the time of inspection.

The inter-agency team is responsible for developing an inspection plan and reporting it to the Director of the Department of Natural Resources and Environment for approval; and exercising its powers and responsibilities as prescribed by law. Specifically, it requires relevant businesses, organizations, and individuals to cooperate and provide documents related to the inspection content; handles violations within its authority or recommends and proposes to the Provincial People's Committee and relevant functional agencies to handle violations by businesses, organizations, and individuals in accordance with the law.
Upon completion of the inspection, the inter-agency inspection team will compile a report on the inspection results, take appropriate action, and make recommendations to the Provincial People's Committee for resolution of issues within its authority. The inspection period is 90 days from the date of announcement.

It is known that previously, the People's Committee of Nghe An province issued Document No. 8250/UBND-NN dated September 29, 2023, to the Departments and agencies: Natural Resources and Environment, Construction, Industry and Trade, Labor - Invalids and Social Affairs, Justice, Provincial Police, Tax Department, and the People's Committees of districts and towns. Accordingly, the People's Committee of Nghe An province assigned the Provincial Department of Natural Resources and Environment to take the lead and coordinate with relevant departments and agencies and the People's Committee of Quy Hop district to advise the Provincial People's Committee on establishing an inter-agency inspection team to continue inspecting the compliance with the law in mining activities of enterprises in Quy Hop district.
Regarding the inspection of mineral exploitation activities in the province, in 2021 and 2022, the People's Committee of Nghe An province established two inter-agency teams according to Decisions No. 3892/QD-UBND dated October 21, 2021, and No. 1505/QD-UBND dated June 2, 2022. These two inter-agency teams subsequently inspected 32 mineral exploitation licenses of 22 organizations and examined the state management responsibilities in the mineral sector of the People's Committees of four districts: Quy Hop, Nghia Dan, Tan Ky, and Nam Dan. The inspections uncovered numerous violations of laws and regulations concerning land, minerals, water resources, environmental protection, industrial explosives, labor safety, and tax compliance. Furthermore, the inspections also highlighted shortcomings and limitations in the state management of the mineral sector by the four district People's Committees.

Following the discovery and clarification of violations by 22 organizations, the inter-agency team compiled administrative violation reports and forwarded the files to the Chairman of the Provincial People's Committee, the Tax Department, and the Chairmen of the People's Committees of the relevant districts for the imposition of administrative penalties on these organizations.
The total amount of fines and tax arrears collected is nearly 25 billion VND. This includes over 18.384 billion VND for tax violations; over 2.14 billion VND for land violations; nearly 3.5 billion VND for mineral violations; 330 million VND for environmental violations; 110 million VND for water resources violations; 50 million VND for construction violations; 115 million VND for industrial explosives violations; and 321 million VND for occupational safety violations.
The appendix listing businesses inspected according to Decision 3404/QD-UBND, dated October 20, 2023, of the People's Committee of Nghe An province includes 23 organizations.
