On September 11th, the Quang Nam Provincial People's Committee Office announced that Mr. Tran Nam Hung, Vice Chairman of the Provincial People's Committee, had signed a document regarding the adjustment of the implementation schedule for the Bach Dat Urban Area, the expanded Urban Area No. 7B, and the Hera Complex Riverside Urban Area projects in the Dien Nam - Dien Ngoc New Urban Area (Dien Ban town).
The 7B urban expansion area is one of three projects whose deadlines have been extended.
Specifically, the People's Committee of Quang Nam province agreed to extend the deadline for completing compensation and land clearance work until the end of June 2025; and to complete the implementation of projects, conduct acceptance testing, and hand over the projects for operation and use by the end of December 2025.
The People's Committee of Quang Nam province requires the investor, Bach Dat An Joint Stock Company, to coordinate and work with the People's Committee of Dien Ban town to carry out compensation and land clearance for the remaining area.
Develop specific plans, roadmaps, and timelines for project implementation, ensuring that the projects are completed on schedule as approved by the competent authorities.
Expeditiously implement the subsequent procedures of the project, ensuring compliance with legal regulations; bear full legal responsibility for any violations that occur in the investment, construction, and real estate business of the projects…
The Secretary of the Provincial Party Committee and the Chairman of the Provincial People's Committee of Quang Nam province presided over the dialogue session on July 17.
The People's Committee of Quang Nam province also requested relevant departments and the People's Committee of Dien Ban town to coordinate, support, monitor, urge, guide, inspect, and supervise Bach Dat An Joint Stock Company during the implementation of the projects.
As the Nguoi Lao Dong newspaper has reported numerous times, the three projects, Bach Dat Urban Area, 7B Expanded Urban Area, and Hera Complex Riverside Urban Area, are invested in by Bach Dat An Joint Stock Company. Hoang Nhat Nam Investment Joint Stock Company is the entity that signed an agreement with Bach Dat An to distribute the products.
Hoang Nhat Nam Company signed contracts with over 840 customers to purchase approximately 1,000 land plots. However, due to disagreements over contract implementation, the parties sued each other in court. For many years, nearly 1,000 people have repeatedly gone to various agencies in Quang Nam province to "seek help," requesting intervention to issue land ownership certificates to the land buyers.
On July 17th, the Secretary of the Provincial Party Committee and the Chairman of the Provincial People's Committee of Quang Nam Province chaired a dialogue with representatives of land buyers and businesses. At this meeting, the provincial leaders issued an ultimatum, demanding that Bach Dat An Company and Hoang Nhat Nam Company fulfill the requirements by August 31st.
On September 5th, at a meeting of the Provincial People's Committee, Mr. Le Van Dung, Chairman of the Quang Nam Provincial People's Committee, stated that the enterprise had fulfilled its commitments after the province issued an "ultimatum".
