Paving the way for the commercialization of scientific research results in the capital city.

The Government's issuance of Decree No. 271/2025/ND-CP dated October 15, 2025, regulating the establishment, participation in the establishment of enterprises, and participation in capital contributions to enterprises for the commercialization of scientific research results and technological development in Hanoi, is considered a groundbreaking step. This not only provides a specific legal framework to concretize Clause 4, Article 23 of the 2024 Law on the Capital City, but also strongly promotes the linkage between research institutes, universities, and enterprises, bringing scientific knowledge out of the laboratory and contributing to the formation of a knowledge-based economy in the capital city.
