According to the meeting agenda, this morning, May 26, the National Assembly held a plenary session in the hall to listen to the presentation and review report of the draft Law on Mutual Legal Assistance in Criminal Matters.
Next, the National Assembly discussed in the hall the draft Law on State Budget (amended). One of the new points in the draft law is the addition of regulations on the duties and powers of the Prime Minister.
In the draft Law on State Budget (amended), the Government proposed that the National Assembly decide on the budget expenditure estimate, but not include the allocation level for the fields of education, training and vocational training, science, technology and innovation.
It is also expected that the National Assembly will not allocate central budget expenditures to each ministry or central agency by sector (development investment expenditures and regular expenditures). Instead, the authority to decide on these expenditures is proposed to be assigned to the Prime Minister.
The draft also adds the Prime Minister's authority to decide on detailed allocation of unallocated amounts; and to decide on the use of central budget reserves.
Another important content in this bill is to fundamentally change the way budget revenues are divided between the central and local governments, including revenues from corporate income tax, personal income tax, special consumption tax and environmental protection.

Discussing in the hall the draft Law on amending and supplementing a number of articles of the Civil Procedure Code, the Administrative Procedure Law, the Juvenile Justice Law, the Bankruptcy Law and the Mediation Law, and dialogue in court.

In particular, BT6 shares of Beton 6 Joint Stock Company are restricted from trading because the enterprise has negative equity in its audited financial statements for 2024.
Stocks such as ITA of Tan Tao Investment and Industry JSC, KTT of KTT Investment Group JSC (KTT), TNA of Thien Nam Import-Export Trading JSC are restricted from trading because they are 45 days late in submitting their audited financial statements for 2024 compared to the prescribed deadline.
Restricted trading stocks are only allowed to be traded on Fridays of each week from the date the stocks are removed from the trading suspension list.
In addition, within 15 days from the date the shares are restricted from trading, enterprises must send a written document to HNX explaining the cause and providing a solution.

In a newly released report, the Vietnam Association of Realtors (VARS) said that the implementation of the 1 million social housing project is still slow and has not achieved the set target. The major difficulties come from legal issues, administrative procedures, preferential mechanisms and credit support.
According to VARS, many localities lack clean land funds and have not proactively reviewed and planned for social housing development. Supply is still very limited, mainly concentrated in large cities, and prices are still high compared to affordability.
Therefore, VARS recommends establishing a social housing development fund and building a development model suitable to local realities.
Accordingly, localities need to plan and allocate specific and reasonable land funds for social housing development, and include this target in the 5-year and annual housing development program. At the same time, it is necessary to apply land recovery mechanisms, site clearance compensation from the budget or in the form of BT, PPP, land exchange for infrastructure to proactively create clean land funds.
VARS also believes that it is necessary to encourage enterprises with available land funds to develop social housing through mechanisms to support land use conversion and financial obligation exemptions. At the same time, support the conversion of projects or project land funds that do not meet demand into social housing.
Hanoi 155 COVID-19 cases in 1 week
