Lean and efficient
The Department of Agriculture and Environment was merged from the Department of Agriculture and Rural Development with the Department of Natural Resources and Environment from March 1, 2025. After the merger, from 9 specialized departments of 2 units, it was streamlined to 5 departments; reduced 1 branch, 2 boards and 1 center. The number of staff to be arranged was reduced by more than 22% compared to the previous total number of staff.
After the merger, state management in all fields has become more synchronous and effective, especially in the fields of forest, land, mineral, water resource management... For example, in forest management, the Department of Natural Resources and Environment (old) previously managed land area, while the Department of Agriculture and Rural Development (old) managed crops on land. The management process was more or less uncoordinated, leading to differences in forest land area, many areas were not fully counted, or were encroached upon. When the forest management function was assigned to a single focal point, the review process was carried out, and statistics were compiled to ensure more accuracy.
Mr. Nguyen Dinh Duc, Director of the Department of Agriculture and Environment, said that when the district-level government is abolished, the Department of Agriculture and Environment will continue to be reorganized and streamlined. It is expected that the Forest Protection Department currently under the Forest Protection Department; the Livestock and Veterinary Station under the Livestock and Veterinary Department will be reorganized, establishing regional or cluster stations and stations. Along with that, consulting on the plan to establish branches of land registration offices in each region or cluster.
At the Department of Construction, after the merger between the old Department of Construction and the Department of Transport, the focus was on implementing key tasks to stably operate the organizational apparatus. After the merger, from 14 specialized departments, the new department had 8 departments, streamlining nearly 25% of cadres, civil servants, public employees and workers. Particularly for civil servants, 19/93 people retired before the age of their choice, reaching a rate of 20.43%.
Mr. Le Anh Tuan, Director of the Department of Construction, assessed that the organization and apparatus of the department in the past time have been streamlined, operating effectively, efficiently, and in accordance with regulations. The number of functional departments and staff after the merger has decreased compared to before, but the work of the new department has been carried out and resolved promptly, without interruption. After the merger, many tasks have been cut by 30% - 70% of procedures, especially in urban infrastructure management and traffic infrastructure management. This work was previously related to two departments, but now it is concentrated in one focal point, so it basically ensures smoothness.
Vice Chairman of Hue City People's Committee Hoang Hai Minh assessed that after a period of operation since the departments were merged, it can be affirmed that the apparatus is not only streamlined, but also operates efficiently and effectively. Based on the similarity in functions and the interrelationship in tasks, basically the new departments after the merger do not have overlap in performing tasks, quickly catch up with work, and avoid interruptions. Hue City People's Committee will continue to coordinate with the departments to continue reviewing difficulties and problems to promptly adjust and supplement, aiming for a better operating apparatus.
Driving force for development
The revolution in streamlining and streamlining the apparatus is very important, which is to remove institutional bottlenecks. Thereby, overcoming difficulties and obstacles to unleash all resources, bringing the country in general and each locality in particular into a new stage of development, an era of national growth.
In the near future, when the district-level activities are abolished, with a two-level operating model, it is expected that the function of managing and granting land use right certificates will be directly implemented by the commune level. Mr. Duong Hien, Quang Cong commune, Quang Dien district, said that if the procedures for granting land use right certificates are handled right at the commune level, it will be very convenient for local people. For a long time, the administrative center of Quang Dien district has been located in Sia town, and to handle the procedures, Quang Cong people have had difficulty moving because of the Tam Giang demarcation. If Quang Cong is later merged with some communes such as Quang Ngan, or communes in Ngu Dien area, the movement will also be very convenient.
Vice Chairman of Hue City People's Committee Hoang Hai Minh analyzed: When there is unity and smooth coordination in solving work and achieving efficiency, ensuring speed and convenience for people, businesses, especially investors... it will be the driving force for the city to improve policies, remove obstacles to attract investors, and promote socio -economic development in the coming time.
Member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the People's Council, Head of the National Assembly Delegation of Hue City, Mr. Le Truong Luu emphasized: Hue City remains the same, not merged with other provinces and cities, so it requires the work of arranging, streamlining, eliminating district-level activities, and putting the new commune-level model into operation to be quick, synchronous, and effective. The apparatus must soon stabilize and operate smoothly. Carry out administrative procedures after separating and merging agencies and units to ensure compliance with regulations, stabilize people's lives; proactively build a team of cadres, civil servants, and public employees to meet the requirements and tasks in the new situation.
“The important thing is to create consensus and unity in the implementation process; not to leave any gaps or interruptions in work. After the arrangement, continue to strongly improve the investment and business environment, ensure readiness in promoting, calling for and attracting investment; continue to improve and enhance the competitiveness index ranking position...; create development momentum, strive to achieve a double-digit growth rate or more in 2025 and the following years,” emphasized Secretary of the City Party Committee, Mr. Le Truong Luu.
Working with the Standing Committee of the Hue City Party Committee on the implementation of the Central Committee's resolutions, directives and conclusions on the arrangement and streamlining of the apparatus (March 2025), Inspection Team No. 1925 of the Politburo and the Secretariat assessed: Hue City has organized a summary of the implementation of Resolution No. 18 of the Central Executive Committee; developed plans, programs and projects to arrange and streamline the apparatus with a proactive spirit and strictly implemented the regulations and instructions of the Central Committee. |
