Spirit and responsibility in digital transformation

Modernizing the healthcare sector by applying artificial intelligence (AI) is a strategic orientation, meeting the requirements of caring for and improving the health of the entire population in the new development stage of the country.

In his speech commemorating the 70th anniversary of Vietnam Doctors' Day, General Secretary To Lam emphasized the need to promote digital transformation in healthcare management, increase the application of AI and Big Data in diagnosis, treatment and analysis of disease trends. This is also an urgent requirement for the healthcare sector in the context that the whole country is promoting the effective implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.

Resolution No. 20-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on strengthening the protection, care and improvement of people's health in the new situation sets out the tasks of: Improving the capacity for research on science and technology in medicine, pharmacy and biomedicine; promoting the application and transfer of advanced techniques. Resolution No. 29-NQ/TW dated November 1, 2022 of the 13th Party Central Committee on continuing to promote industrialization and modernization of the country by 2030, with a vision to 2045, sets this task at a higher level. That is, perfecting policies and laws, promoting socialization to restructure service sectors based on modern technology, especially in health and education. In particular, Resolution No. 57 has demonstrated the new vision and thinking of the Central Committee, with high political determination to make breakthroughs in science, technology, innovation and national digital transformation, which are truly the premise, driving force and prerequisite to promote smart production in all sectors and fields, including healthcare.

The national digital transformation program identifies healthcare as one of eight priority areas, aiming to strongly innovate the healthcare sector's organizational structure in conjunction with the use of high technology, ensuring efficiency, humanity, and aiming to serve the people well. The Party Executive Committee (formerly), the Party Committee of the Ministry of Health directed the issuance and implementation of the healthcare sector's digital transformation plan until 2025, with a vision to 2030, with three pillars: Smart healthcare, smart hospitals, and digital healthcare management.

From the central to local levels, Party committees and organizations in the health sector have applied high technology and AI to the action program to implement specialized resolutions and regular Party cell meetings, contributing to improving the quality of medical examination and treatment to serve the people.

In which, Ho Chi Minh City builds a smart healthcare management system; the provinces of Quang Ninh, Binh Duong, Nghe An, and Da Nang city develop paperless hospitals.

Viet Duc Friendship Hospital applies AI in early diagnosis and treatment of osteoporosis; uses robots for complex joint replacement surgery, reduces costs, keeps patients treated domestically and attracts international patients. Cho Ray Hospital applies 3D positioning, 3D printing combined with AI.

Bach Mai Hospital uses AI to support image diagnosis... These applications have increased the success rate in complex surgeries to more than 95%.

However, the implementation process also revealed limitations due to cadres, party members, and medical staff not being proactive in learning and approaching new technologies; implementation capacity was uneven, and the quality of human resources did not meet requirements. Many Party committees and unit leaders lacked determination, and Party committee heads did not set an example and were afraid to approach new things. These are the "bottlenecks" that need to be identified and thoroughly overcome.

Digital transformation and the application of artificial intelligence in the healthcare sector are not only a step forward in technology but first and foremost a shift in thinking and approach, demonstrating political awareness, innovation and responsibility towards the Party and people of the staff and party members of the healthcare sector. General Secretary To Lam emphasized: Digital transformation is not simply the application of digital technology to socio-economic activities, but also the process of establishing a new, advanced and modern production method.
