In Resolution 08-NQ/DUBTC on assignment and decentralization of organizational and personnel work and continuing to reorganize the apparatus of a number of units under the Ministry of Finance , the Standing Committee of the Party Committee of the Ministry of Finance agreed to continue to reorganize vertical units of the Ministry of Finance in localities to ensure compliance with the organization of administrative units at all levels and meet the management requirements of the Ministry of Finance.
Specifically, for tax and treasury agencies: Reorganize tax branches and regional State Treasuries to manage in line with provincial administrative units (reorganize from 20 tax branches and regional State Treasuries into 34 tax and State Treasuries of provinces and centrally-run cities).

Convert District Tax Teams into Base Tax Teams under Provincial and Municipal Taxes to manage taxes in some commune-level administrative units.
Rearrange the Transaction Offices of the State Treasury at the provincial level to ensure management of some administrative units at the commune level.
For statistical and social insurance agencies: Reorganize provincial and municipal statistical offices and regional social insurance offices to manage them in line with provincial administrative units (reorganize from 63 statistical offices into 34 provincial and municipal statistical offices directly under the Central Government; reorganize 35 regional social insurance offices into 34 provincial and municipal social insurance offices).
For customs and reserve agencies: Maintain the number of 20 regional Customs Sub-Departments, 15 regional State Reserve Sub-Departments and adjust the management area to match the arrangement of provincial-level administrative units.
Rename the Regional Customs Branch and Regional State Reserve Branch to Regional Customs and Regional State Reserve (directly manage warehouse locations).
The Ministry of Finance will not organize statistical agencies, district-level social insurance and convert district-level statistical teams into grassroots statistics under provincial and municipal statistics, district-level social insurance into grassroots social insurance under provincial and municipal social insurance to manage in some commune-level administrative units.
Complete the draft dispatch to send to the Central Organizing Committee, the Government Party Committee, and the Ministry of Home Affairs on continuing to reorganize the apparatus of the Ministry of Finance according to the direction of the Central Committee (in Official Dispatch No. 112-CV/VPĐU dated March 25, 2025 of the Government Party Committee and Official Dispatch No. 43-CV/BCĐ dated March 20, 2025 of the Central Steering Committee).
Complete the decisions regulating the functions, tasks, powers and organizational structure of Vietnam Social Security, General Statistics Office, Customs Department, State Reserve Department; Branches and equivalents of the above-mentioned units.
The Ministry of Finance assigned the Tax Department and the State Treasury to preside over and coordinate with the Department of Organization and Personnel to develop a plan to reorganize the Tax Department and the regional State Treasury according to the plan to reorganize administrative units at all levels. At the same time, the Ministry of Finance assigned the organizations and units under the Ministry: the State Budget Department to preside over and coordinate with the Department of National Economic Synthesis and related units to develop a project to merge the State Budget Department and the Department of National Economic Synthesis to be sent to the Department of Organization and Personnel for synthesis.
The Department of Investment shall preside over and coordinate with relevant units to develop a project to separate the functions of investment appraisal and supervision to establish a Department-level unit; at the same time, perfect the functions, tasks, powers and organizational structure of the Department of Investment.
The Legal Department shall preside over and coordinate with relevant units to develop a Project to perfect the functions, tasks and organizational structure of the Legal Department to carry out tasks related to the practice of thrift and anti-waste of the Ministry of Finance; monitor and urge units under the Ministry to organize the implementation and synthesize reports on the implementation results of recommendations and financial handling decisions of inspection agencies and investigative police.
Assign the Ministry Office to preside over and coordinate with relevant units to develop a Project to perfect the functions, tasks and organizational structure of the Ministry Office to perform the task of acting as a focal point for receiving citizens, resolving complaints and denunciations, and preventing and combating corruption and negativity.
Vietnam Social Security and the General Statistics Office shall preside over and coordinate with the Department of Organization and Personnel to develop a plan to reorganize regional Social Security and provincial Statistical Offices.
The Customs Department and the State Reserve Department shall preside over and coordinate with the Department of Organization and Personnel to develop a plan to adjust the management area of the regional Customs Branch and the regional State Reserve Branch to suit the arrangement of provincial-level administrative units.
