Early promulgation of the System of standards and regulations as a basis for preparing the Lao Cai - Hanoi - Hai Phong Railway Project

The Government Office has just issued Official Dispatch No. 4671/VPCP-CN dated May 27, 2025 conveying the direction of Deputy Prime Minister Tran Hong Ha on the implementation of the Lao Cai - Hanoi - Hai Phong railway construction investment project and future railway projects (Project).

The Lao Cai - Hanoi - Hai Phong railway construction investment project is the first railway line to be implemented according to the Vietnam Railway Network System Planning for the period 2021-2030, with a vision to 2050, to connect with localities in China and internationally. The project is required to be implemented as soon as possible but must meet the requirements of technical aspects, advanced and modern technology, quality, and the highest safety for large-scale, complex projects and must ensure efficiency.

To implement the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project and other railway projects in the coming time, Deputy Prime Minister Tran Hong Ha requested the Ministry of Construction to preside over and coordinate with the Ministry of Science and Technology to urgently complete the construction, appraisal and promulgation of the System of standards and regulations (technical, technological) for railways (from survey, design, construction, supervision, signal information system, manufacturing of locomotives and carriages...) to serve as a basis for the preparation of the Project (pre-feasibility study report, feasibility study report, technical design, construction drawing design...), construction and installation and investment in purchasing, manufacturing and installing equipment, locomotives and carriages.

Strengthening the capacity of the Ministry of Construction and the Railway Project Management Board in appraisal, management and supervision (as this is the first large-scale project in the railway sector that the Ministry of Construction is responsible for implementing) through: Strengthening the Railway Project Management Board to ensure streamlining, efficiency, effectiveness and efficiency; meeting the requirements for managing new, large-scale and complex projects; selecting and using independent (technical and legal) consultants (domestic and international) to assist the Ministry of Construction and the Project Management Board (investor) to provide independent feedback on the output products of each Project implemented by the Consulting Unit. Implementing the Prime Minister's direction in establishing an independent expert team to advise the Ministry of Construction in directing, managing and operating the Project.

The Ministry of Construction shall coordinate with the Ministry of Agriculture and Environment to inspect, re-examine and appraise the Project on the results of geological survey and exploration of the Project; provide full information and data on the results of geological survey and exploration of the Project to the specialized units of the Ministry of Agriculture and Environment (Vietnam Department of Geology and Minerals, Federation of Geophysics...) to perform the tasks; arrange funding according to regulations for the activities of inspection, re-examination and appraisal of the results of geological survey and exploration of the Project.

At the same time, strictly implement the direction of the Politburo, the Resolution of the National Assembly, the Resolution of the Government, and the Direction of the Government Leaders to propose feasible solutions in transferring, receiving technology transfer, and developing the railway industry.

The Ministry of Science and Technology shall organize the appraisal according to the provisions of law on technical standards and regulations for the Railway Standards and Regulations System at the request of the Ministry of Construction.

The Ministry of Agriculture and Environment provides a list and directs competent units of the Ministry of Agriculture and Environment (Vietnam Geology and Minerals Department, Federation of Geophysics...) to provide the Ministry of Construction and the Railway Project Management Board with geological information in the areas the Project passes through; closely coordinates with the Ministry of Construction in carrying out inspection, re-inspection, assessment and appraisal of the results of geological survey and exploration of the Project.
