Dear voters and people in the province !

After half a day of focused, serious, scientific, democratic and effective work, the 26th Session (special session) of the 14th Provincial People's Council completed all the contents and agenda.

With a high sense of responsibility and on the basis of closely following the policies and directions of the Central and Provincial Party Committees, the Provincial People's Council reviewed the reports and submissions of the Provincial People's Committee, the inspection reports of the Provincial People's Council Committees to discuss, decide and pass 9 Resolutions with a very high consensus of the Provincial People's Council delegates attending the session.

Immediately after the meeting, the Provincial People's Council requested the Provincial People's Committee, all levels, sectors and localities, according to their assigned functions, tasks and powers; with the highest political determination, to focus on organizing the serious, timely, drastic, synchronous and effective implementation of the resolutions of the Provincial People's Council, in which it is necessary to focus on immediately implementing the following contents:

Firstly, the Provincial People's Committee urgently completes the Project on rearranging and reorganizing commune-level administrative units of Quang Ninh province to ensure progress and quality to report to the Government before May 1, 2025 as prescribed.

Focus on directing the implementation of the Project immediately after it is approved by the competent authority, ensuring the stability of agencies and administrative units after the arrangement to operate smoothly and effectively, without interruption of work, leaving vacant tasks, areas, fields, and affecting the normal activities of agencies, units, organizations and society.

Directing the review of administrative procedures, work processes, strongly applying IT, digital transformation to innovate, reform and improve the quality of organization and operation of agencies, units and localities; urgently digitizing documents, comprehensively innovating the handling of administrative procedures, improving the quality of online public services, digital services for people and businesses. Effectively implementing the movement "Digital Education for All" among all classes of people in the province.

Focus on directing the review and proactively handling issues related to the handover when the operation of the district-level local government ends (from July 1, 2025). Strengthen the management of document and archive work to ensure that documents and data are not damaged or lost; complete the digitization of records and documents for handover before the new organization and apparatus come into operation. Timely deploy support policies for cadres, civil servants, public employees and workers affected by the reorganization of the apparatus; at the same time, do a good job of political and ideological work, creating consensus in implementation.

Second, Continue to resolutely and effectively organize the implementation of the Central and provincial directives, especially Resolution No. 31/TU dated December 2, 2024, Conclusion No. 1199/TU dated February 22, 2025 of the Provincial Party Committee, Resolution No. 237/NQ-HDND dated December 6, 2024 and Resolution No. 259/NQ-HDND dated February 26, 2025 of the Provincial People's Council on tasks and solutions to promote growth and socio-economic development of the province in 2025. to complete growth target of 14% or more, in there There needs to be specific, breakthrough, feasible and accelerated solutions to implement the growth scenario in the following months and quarters of 2025. In particular, it is necessary to implement tasks and solutions to promote disbursement of public investment capital more drastically, strongly and effectively. It is necessary to identify public investment as one of the pillars and leading important driving forces in economic growth. In fact, by the end of the first quarter of 2025, the disbursement rate in the whole province was very low, only reaching 11%. Therefore, the Provincial People's Council requested the Provincial People's Committee, branches, agencies, units and localities to focus on and further strengthen the leadership, direction, management, operation and organization of site clearance work, remove difficulties in the supply of construction materials, administrative procedures, and land price construction to speed up the progress of site clearance, construction and disbursement of capital for key projects in the area, large-scale, key projects, projects that must be completed in the 2021-2025 medium-term public investment plan, national target programs, provincial programs... especially since the province has requested localities to completely complete site clearance work for projects and works in the area before May 31, 2025. Accelerating capital disbursement must be associated with ensuring project quality, avoiding negativity, waste and corruption.

Urgently direct the review and synthesis of the entire list of investment projects under the authority of the district level, projects that must be temporarily suspended from implementation according to the policy of rearranging administrative units to promptly handle and hand over to receiving agencies and units to ensure progress before May 15, 2025 in accordance with the direction in Conclusion No. 1206/TU dated April 8, 2025 of the Provincial Party Committee.

At the same time, focus on reviewing the overall medium-term public investment plan for 2021-2025 to develop a medium-term public investment plan for 2026-2030 that is focused and key, not fragmented or spread out; actively and proactively deploy investment preparation work for newly started projects, important and key projects in the 2026-2030 period;

Third, continue to improve the effectiveness and efficiency of state management of land. The Provincial People's Committee needs to urgently complete the work. Deploy the first Land Price List according to the 2024 Land Law to ensure quality and progress according to regulations. Speed ​​up the determination of land prices, land auctions, project bidding, and land use purpose conversion; strictly manage, economically and effectively use land funds formed from key and dynamic transport infrastructure projects. Regularly review, promptly detect, resolutely handle, propose to revoke or withdraw policies and projects using land and water surfaces that are behind schedule and violate the law according to regulations.

Fourthly, the Provincial People's Committee is requested to promptly absorb, complete, and promptly issue decisions within its authority and direct the immediate implementation of other mechanisms and policies approved at this session so that the Resolution of the Provincial People's Council can soon come into effect, promoting the most effective exploitation of new growth drivers and focusing on implementing breakthrough tasks in science and technology development, innovation and digital transformation under the direction of the Politburo, the Secretariat, the National Steering Committee, and the Government.

Fifth, the Standing Committee of the Provincial People's Council continues to closely and regularly coordinate with the Provincial People's Committee to promptly advise on the implementation of the Conclusions of the Provincial Party Committee Standing Committee and the Resolutions of the Provincial People's Council in implementing socio-economic development tasks in 2025, especially the organization of the implementation of the growth scenario; the removal of difficulties, clearing of bottlenecks and bottlenecks in state management (land, planning, investment, etc.); the development of handling plans for tasks under the authority of the district level, especially issues on budget estimates, public investment, and handling of advances; the implementation of recommendations of inspection, audit, and examination that have not been fully implemented; List of projects, land recovery works, land use conversion, forest use that have been approved by the Provincial People's Council but have not been implemented... immediately after the Project on rearranging commune-level administrative units of Quang Ninh province was approved by competent authorities, associated with promoting decentralization, delegation of authority, ensuring sufficient conditions and resources for implementation and enhancing the role of autonomy and self-responsibility for localities.

Sixth, Continue to innovate and improve the quality of activities and organization of People's Council meetings to ensure proper authority, operating principles, working regulations and compliance with the law. Closely coordinate with the Provincial National Assembly Delegation and the Fatherland Front to improve the quality, effectiveness and efficiency of the supervision work of the People's Council, the Standing Committee, People's Council committees, groups and People's Council delegates at all levels; enhance the responsibility of People's Council delegates, the Standing Committee, People's Council committees in meeting voters, receiving citizens, resolving complaints and denunciations, regularly maintain contact, listen to thoughts and aspirations, pay attention to conveying and reflecting legitimately the opinions of voters and people, especially related to the implementation of resolutions of the Provincial People's Council, on the arrangement of new administrative units in the current context to be worthy of the trust and expectations of voters and people in the province.
