During the historic days of April, along with the whole country , Quang Ninh province is enthusiastically organizing activities to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025); the 80th anniversary of the August Revolution and National Day September 2; the 70th anniversary of the Liberation of the Mining Area (April 25, 1955 - April 25, 2025) . For many months, all levels, sectors, cadres, party members, and people of all walks of life in the province have enthusiastically competed to promote internal strength, creative labor, production, fighting, working, and studying to contribute to the common development of the province to celebrate major holidays and important events of the country and the province with practical and meaningful movements and tasks. In particular, from the beginning of 2025, with a determined, proactive and drastic spirit of innovation to complete the goal of "Breakthrough in economic development, creating momentum for the new term" , all levels and sectors in the whole province have promoted the spirit of solidarity and unity in direction and administration, mobilized the participation of the entire political system and achieved important results in many fields, holding the 7th position in the country in terms of economic growth rate and total state budget revenue.

Implementing the Law on Organization of Local Government, based on the proposal of the Provincial People's Committee and the unified policy of the Executive Committee and the Standing Committee of the Provincial Party Committee, today, the Standing Committee of the Provincial People's Council organized the 26th Session (special session) of the 14th Provincial People's Council, term 2021-2026. This session was held for half a day to review, give opinions and resolve a number of important contents on the arrangement and reorganization of commune-level administrative units and the construction of a 2-level local government organization model; adjust and supplement a number of tasks, solutions, mechanisms and management measures to promote the implementation of public investment projects, contributing positively and having practical significance to the development of the province, specifically:

Firstly , the Provincial People's Council will consider and give opinions on the policy of rearranging commune-level administrative units in Quang Ninh province before the Provincial People's Committee completes the Project to submit to the Government before May 1, 2025. according to regulations. This is a very important content, a step to concretize the major policies of the Party, the State and the province to innovate, organize and streamline the local government apparatus, operate effectively, efficiently and effectively, in accordance with the criteria and scale to organize according to the 2-level local government model.

This is not only an adjustment of administrative boundaries and organizational structure, but also an opportunity to solve existing problems and shortcomings in administrative boundary management, creating a legal basis for adjusting development space to maximize potential and advantages, strengthen regional linkages and increase development resources for localities. At the same time, it is also an opportunity for us to review and streamline the payroll in conjunction with restructuring and improving the quality of grassroots cadres and civil servants to truly meet the requirements of national development tasks in the new period; build and consolidate commune-level governments to ensure streamlining, effectiveness and efficiency, truly "governments close to the people, serving the practical interests of people and businesses in a timely manner"; increasingly take better care of the material and spiritual lives of the people, while meeting the requirements of modern social governance, achieving the goals of rapid and sustainable growth; Promote the development of science and technology, innovation and digital transformation; create new positions and strengths for the task of ensuring national defense, security and foreign affairs; create new momentum and driving force for economic development in the province.

Second , the Provincial People's Council will consider adjusting and supplementing the medium-term public investment plan for the 2021-2025 period; the public investment plan for 2025 from the provincial budget; supplementing a number of mechanisms and measures to manage the local budget in 2025 and approving the list of land lots for bidding for projects using land; works and projects to reclaim and convert land and forest use purposes in the second phase of 2025. to ensure rational and effective use of resources, as a basis for implementing socio-economic development projects and works, prioritizing capital allocation for newly started projects and works, urgent to serve social security, socio-economic development, contributing to the growth target of 2025 and the following years of the province.

Third, the Provincial People's Council will review and approve the Regulation on authority to decide on the procurement of assets for science and technology tasks to contribute to concretizing the policies of the Central Government and the Provincial Party Committee on breakthroughs in science and technology development, innovation and digital transformation; removing bottlenecks in resources in science and technology activities and transformation.

At the same time , the Provincial People's Council will discuss and approve the abolition of a number of resolutions that are no longer in accordance with current legal regulations, including: (1) Resolution No. 101/2013/NQ-HDND on support policies for households moving to Tran Island, Co To District; (2) Resolution No. 95/2017/NQ-HDND on collecting fees for protection and development of rice-growing land; (3) Resolution No. 27/2023/NQ-HDND stipulating costs for compensation, support, and resettlement when the State reclaims land and implementing the process of dismissing and electing additional members of the Provincial People's Committee for the 2021-2026 term.

During the process of preparing the content for the session, under the close and in-depth direction of the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial People's Council Standing Committee, the Provincial People's Council Committees have directed the Provincial People's Council Committees to closely coordinate with the Provincial People's Committee and relevant agencies to review, prepare the content and carry out the review work seriously, strictly, qualitatively, in accordance with the order, authority, and regulations. The meeting documents have been sent to the Provincial People's Council delegates, invited delegates and publicly posted on the Provincial Electronic Information Portal .
