Over a century of formation and development, the Vietnamese press has not only fulfilled its mission of information and propaganda, but also played an important role in protecting, preserving and promoting urban heritage. In particular, the values and aspects that stand out are: through articles, reports, documentaries, etc., the press helps the community better understand the value and meaning of heritage cities, clearly recognizing that heritage cities are spaces that preserve historical, cultural and architectural marks of many periods. The press not only provides information but also contributes to telling stories of the past, helping people, especially the younger generation, understand and appreciate the heritage of the country and homeland.
In addition, the press promptly detects and reflects hot issues that many heritage cities face in the process of development, such as the risk of being lost, degraded or damaged due to lack of planning, lax management or pressure from economic development. By warning and reflecting on violations, the press can create public pressure to force the authorities to intervene and handle them. At the same time, the press can also praise good models and creative ways of preserving and promoting the value of urban heritage...
Deputy Secretary of the Provincial Party Committee, Chairman of the Ninh Binh Provincial People's Committee affirmed: As one of the outstanding lands of Vietnam with beautiful natural scenery and a long history and culture, Ninh Binh is known as a "heritage city" because it fully converges the elements of cultural heritage, natural heritage and unique spiritual heritage. With the goal of becoming a millennium heritage city and a creative city, a model heritage city of the 21st century, Ninh Binh is taking full advantage of its heritage and natural landscape to develop in a modern and sustainable direction, especially combining heritage conservation and urban modernization.
However, he admitted that the communication about heritage urban areas in Ninh Binh is currently small, event-based, has not created an in-depth campaign, has no long-term communication strategy and inter-sectoral coordination; The press also has to face limitations and challenges, especially when faced with the practical requirements of building and developing the country in the new era, local press in particular and Vietnamese press in general need to have a voice, affirming the important role in contributing to realizing the millennium goals of Ninh Binh province.
Therefore, researching, identifying, evaluating, and finding solutions to promote the power of the press in promoting and protecting urban heritage, contributing to the whole country in realizing the country's development aspirations is the goal that this Seminar aims for. Therefore, at the Scientific Seminar "Promoting the tradition of 100 years of Vietnam Revolutionary Press Day - Ninh Binh Press for the millennium goals" , the Organizing Committee also hopes that delegates, practical managers, experts, scientists, and journalists will focus on discussing and clarifying the following main groups of issues: Clarifying the importance and role of the press in promoting and protecting urban heritage in general and the Ninh Binh urban heritage system in particular. Investigative and analytical articles on the deterioration of heritage sites, on projects encroaching on heritage spaces, or on renovations that distort ancient structures... have created significant public pressure, forcing management agencies to reconsider policies or take timely remedial measures. On March 4, 2024, Ninh Binh province was planned by the Prime Minister in Decision 218/QD-TTg, with the goal: "By 2030, it will become a centrally-run city with the characteristics of a millennium heritage city, a creative city; a large center with high brand value in tourism, cultural industry, and heritage economy of the whole country and the Asia-Pacific region..." and "by 2050, it will be a civilized, modern, smart centrally-run city with its own identity, on par with heritage cities and creative cities in the world...".
On February 28, 2025, the Ninh Binh Provincial Party Committee also issued Resolution 21-NQ/TU on building Ninh Binh province into a centrally-run city with the characteristics of a millennium heritage city and a creative city, with the general goal : "Building Ninh Binh province by 2030 to basically meet the criteria, by 2035 to become a centrally-run city with the characteristics of a millennium heritage city and a creative city; an international tourist city, a specialized center for the cultural and entertainment industry of the region and the country, integrating internationally, together with tourism to become a key economic cluster; an important center of the country for modern transport mechanical industry; an innovation center, a growth pole of the southern provinces of the Red River Delta, a model of harmonious combination between restoration, heritage conservation and green growth, focusing on quality development.
