Implementing Resolution No. 34/2023/NQ-HDND dated March 28, 2023 of the Provincial People's Council stipulating support policies for households and individuals under the Program for resettlement and stabilization of populations in areas: Natural disasters, especially difficult areas, border areas, spontaneous migration, special-use forests in Quang Tri province for the period 2022 - 2025, in the past time, the functional sector has made efforts to implement. However, the work of resettlement still faces many difficulties due to many reasons.

As of December 31, 2024, the province has accepted and paid 13/28 households subject to resettlement. Of which, Cam Thanh commune (Cam Lo district) has 8/8 households (who built houses in 2022 and have not received support), Tan Long commune (Huong Hoa district) has 5/6 households, of which 1 is a mixed household and 4 are settled in place.

According to the Department of Rural Development, Department of Agriculture and Rural Development, households have the need but do not want to move to a new location due to many reasons such as: many households with stable economies have bought land and built houses in other areas so they do not register to arrange residents to the resettlement area; after the natural disasters in 2020 and the COVID-19 pandemic, many households want to move to a new place but are still facing financial difficulties and do not have enough funds to build a house.

At the landslide location that needs to be relocated, the State has invested in embankments to prevent landslides, so people are subjective and have not yet relocated; some households want to relocate to a new, safe place, but the conditions for moving their houses are very difficult, because most households have very solid and sturdy houses.

In addition, for ethnic minorities, the customs and practices of living and producing have been familiar for generations, so it takes a lot of time to mobilize people to leave their old places of residence and move to new places. Some households approved to participate in the project have received land but have not built houses, and the allocation of residential land, garden land, and production land to households has not been implemented.

One of the reasons affecting the progress of the resettlement and resettlement work is that the land use of households in the landslide area has many different forms (residential land, land eligible for residential land, land auctioned for business, donated land...). In the areas currently in use, there are households building houses, businesses, or both shops and residences...

Therefore, identifying beneficiaries of the policy is difficult, making it difficult to create consensus during the implementation process. For 14 households in Hai Le commune, Quang Tri town (the area that suffered landslides in October 2022), in 2023, 2 households were allocated land, 4 households have not implemented; in 2024, 8 households have not completed due to difficulties in identifying beneficiaries.

In 2025, sectors and localities will continue to strengthen propaganda and mobilize people in at-risk areas to move to new, safe places.

For households in disaster areas that are included in the evacuation plan but have not yet been relocated, the People's Committees of districts, towns and cities shall continue to comprehensively review the risk level to have a plan for relocation. For households in risk areas that do not have a plan for relocation, it is necessary to survey the current status of households living in the risk area, consider developing a plan and roadmap for population arrangement.
