Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy delivered the opening remarks.

Bearing in mind President Ho Chi Minh's teachings, throughout the history of the national liberation struggle as well as in the process of renovation and national construction, under the leadership of the Party, the people of Vietnam's ethnic groups have always upheld the spirit of great unity, overcoming all difficulties and hardships, working together to build a prosperous and beautiful homeland. The Vietnamese Ethnic Groups Culture Festival is an event aimed at honoring, preserving, and promoting the spirit of great unity and the fine traditional cultural values of the ethnic groups within the unified and diverse culture of the Vietnamese community. The culture of the 54 ethnic groups of Vietnam has been formed and refined in the historical process of nation-building and national defense; these cultural values have created a powerful vitality and a unifying force that makes up the strength of the Vietnamese nation. Along with common cultural values, each ethnic group has its own unique identity, born from historical traditions, natural landscapes, and living environments…

From this, unique cultural values have been formed in language, clothing, cuisine, folk art, social relationships, traditional beliefs, and many other forms of expression, contributing to the unified yet diverse Vietnamese culture. Preserving and promoting the fine traditional cultural values of ethnic groups is both a goal and a central, long-term task identified by the Party and State of Vietnam in all periods, especially in the context of innovation, globalization, and the ongoing scientific and technological revolution. Comrade Trinh Thi Thuy affirmed that the Vietnamese Ethnic Groups' Culture Festival is not only a cultural event, but more importantly, it is an opportunity for cultural subjects, artisans, performers, and amateur athletes of ethnic groups to participate in exchanges, share experiences, and showcase the beauty of their own cultures. It also spreads pride and a sense of responsibility among each citizen and community in preserving and promoting the traditional cultural values of ethnic minorities in the era of national integration and development.

From there, cultural achievements built over many generations are continued, passed down, nurtured, and become increasingly profound and rich. This is also a powerful testament to the spirit of great unity, indomitable will, and aspiration for progress of the ethnic groups, creating a solid foundation for the people of all ethnic groups, together with the whole country, to strive even harder in the new era - the era of Vietnam's rise. Comrade Trinh Thi Thuy stated that, in practical implementation of the goals and tasks of developing Vietnamese culture and people in accordance with the spirit of the Party's 13th National Congress Resolution, the Ministry of Culture, Sports and Tourism has proactively and actively coordinated with ministries, sectors, and localities to implement many activities and programs aimed at preserving and promoting the cultural values of ethnic groups. The organization of the Vietnamese Ethnic Groups Culture Festival in Quang Tri province is a concrete example of the implementation of the Party's viewpoints, tasks, and resolutions.

In his welcoming speech at the festival, Vice Chairman of the Quang Tri Provincial People's Committee Hoang Nam expressed his gratitude to the Ministry of Culture, Sports and Tourism, the central ministries and agencies, and the participating provinces for their support and assistance in enabling Quang Tri province to host the festival. Quang Tri is home to the Van Kieu and Ta Oi ethnic minorities, who make up approximately 14% of the province's population. Throughout their development, the ethnic groups in Quang Tri have formed distinct cultural identities while also sharing common characteristics with the Vietnamese ethnic communities. The Van Kieu and Ta Oi people in Quang Tri are honored to bear the surname Ho, after President Ho Chi Minh. The unique values in teaching, crafting, and using musical instruments in labor are reflected in folk songs, folk dances, and folk music such as calơi, chachấp, oát, xà nớt, and the Ariêuping festival… These distinct cultural identities have become standard ways of life and positive values that the people have preserved and passed down from generation to generation.
