General Secretary To Lam: Kon Tum and Quang Ngai will become new growth poles after merger

The General Secretary believes that after the merger, Kon Tum and Quang Ngai will grow strongly, becoming a new growth pole, a model of institutional innovation, organizational structure and development methods.

On the afternoon of June 2, in Kon Tum province, General Secretary To Lam and the Central Working Delegation worked with the Standing Committee of Kon Tum Provincial Party Committee and the Standing Committee of Quang Ngai Provincial Party Committee on the implementation of the resolutions and conclusions of the Central Committee; the arrangement and streamlining of the apparatus, administrative units and socio -economic development, ensuring national defense, security, Party building, and social security work in the two provinces.

Attending the meeting were Politburo member, Head of the Central Organizing Committee Le Minh Hung; Politburo member, Head of the Central Inspection Committee Nguyen Duy Ngoc; Politburo member, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Politburo member, Director of the Ho Chi Minh National Academy of Politics; Politburo member, Chairman of the Central Theoretical Council Nguyen Xuan Thang.

Step by step transformation into development advantage

At the working session, a summary report on the results of the implementation of recent resolutions and conclusions of the Central Committee in Kon Tum and Quang Ngai provinces showed that since the 11th Central Conference, especially in the first months of 2025, localities have actively implemented the resolutions and conclusions of the Central Committee in implementing the Resolution of the 11th Conference in conjunction with the development and completion of documents and personnel work, focusing on the arrangement of the apparatus in the political system of the province and the preparation work for the Party Congresses at the commune and provincial levels and the 14th National Congress of the Party.

Economically, Kon Tum province has maintained a fairly high annual economic growth rate (GRDP) in a mountainous area with a low starting point. As for Quang Ngai, although growth is still facing many difficulties, it is gradually restoring its economic structure in a more sustainable direction.

Both provinces have their own strengths and are gradually transforming them into development advantages. Kon Tum has great potential for agriculture and forestry, has formed a number of large specialized areas, applying technology; is forming a national medicinal value chain, and a specialized Ngoc Linh Ginseng area with a scale of 4,500 hectares.

Quang Ngai is an important industrial center of the Central region with Dung Quat Oil Refinery, deep-water seaport; Dung Quat industrial parks and economic zones are being invested in and expanded.

The economic structure of both provinces has shifted positively with the proportion of the industrial - construction and service sectors increasing significantly, gradually reducing dependence on raw resource exploitation, gradually transforming the growth model to rely more on technology and productivity. The cultural - social sector has many clear changes.

Kon Tum province has reduced the poverty rate to 4.31% by 2024, an average reduction of 3-4%/year. Quang Ngai continues to improve the quality of education, health care for the people, preserve and promote the cultural identity of ethnic groups, and effectively implement ethnic and religious policies.

Kon Tum is interested in investing in a traffic system that effectively connects regions within the province. Quang Ngai is speeding up key traffic routes such as the North-South Expressway in the East, expanding National Highways 24 and 40B, and strengthening regional connectivity between the Central Highlands and the Central Coast.

In the field of national defense and security, the two provinces have thoroughly grasped and effectively implemented the policy of building a national defense posture associated with the people's security posture. Border areas are strictly managed, proactively prevented early and from afar, preventing hot spots from arising and being caught off guard.

Foreign affairs with neighboring provinces of Laos and Cambodia have been maintained stably, contributing significantly to building a peaceful, friendly, cooperative and developed border area. Party building and the political system have been promoted; the leadership capacity and fighting strength of the Party Committee have been enhanced, meeting the requirements of tasks in the new situation. The content and methods of operation of the Fatherland Front and socio-political organizations have been innovated, focusing on the grassroots.

Kon Tum and Quang Ngai provinces have been implementing and coordinating well the work of streamlining the organizational apparatus, merging commune-level administrative units, building a 2-level local government organization model; merging the Vietnam Fatherland Front, political and social organizations, and mass organizations; focusing on strictly implementing Directive 45 on Party Congresses at all levels, towards the 14th National Congress of the Party, focusing on personnel work in the spirit of Conclusion No. 150-KL/TW dated April 14, 2025 of the Politburo guiding the development of personnel plans for provincial-level Party committees subject to consolidation, merger and newly established communes and related regulations...

Building a polycentric growth model

After listening to the report and the opinions exchanged and concluded at the working session, General Secretary To Lam stated that the two provinces of Kon Tum and Quang Ngai are located at the connection between the Central Highlands and the Central Coast.

This is a region of special strategic significance in terms of politics, economy, national defense and security of the country. This land is a convergence of many ethnic groups living together, together creating a rich cultural space, imbued with identity, rich in revolutionary tradition and the spirit of not retreating in the face of difficulties.

The two provinces of Kon Tum and Quang Ngai have made constant efforts to rise up, promote the spirit of solidarity, innovation, dynamism, proactively overcome difficulties and achieved many remarkable and quite comprehensive results in all fields.

Besides the remarkable results, the General Secretary frankly pointed out the major shortcomings and limitations facing the two provinces.

That is, economic growth has not met expectations; the industry lacks high value-added products; investment in infrastructure of economic zones and industrial parks is still slow; agriculture is still fragmented, chain linkages are weak; collective economy and cooperatives are still facing difficulties; the investment and business environment is still limited; tourism has not changed clearly; attracting non-budgetary investment is still low; transport infrastructure, urban areas, services, digital transformation and social fields such as health, education, and environment have not developed synchronously; poverty reduction in mountainous areas is not sustainable...

The General Secretary emphasized that implementing the policy of rearranging administrative units, consolidating the organizational apparatus, streamlining the payroll, and building a two-level local government is not only an organizational solution, but also an institutional lever, a reform push, creating new space and momentum for faster and more sustainable socio-economic development.

This is an opportunity for comprehensive restructuring from administrative management to spatial planning, from resource allocation to infrastructure system organization, from local to regional thinking to improve operational efficiency, service quality for the people and local competitiveness in a rapidly moving world.

Emphasizing that the rearrangement of administrative units is a major policy of our Party and State, demonstrating a strategic vision of 100 years, not a few decades, and certainly not a single term, the General Secretary stated that the research, proposal and implementation of the merger of Kon Tum and Quang Ngai provinces is part of the development strategy of the region and the whole country to form a new administrative unit with a large enough scale, with potential and ability to make a strong breakthrough, becoming an important growth pole in the Central Highlands - Central region, creating a spreading momentum for the whole region and the country.

The new Quang Ngai province after the merger will possess unique dual advantages, harmoniously combining geostrategic depth and ecological-economic diversity.

In terms of institutions and organizational structure, the merger is an opportunity to redesign the governance model in a modern, flexible and streamlined direction, suitable to the characteristics of the linked region.

Quang Ngai province has all the conditions to build a multi-center growth model, closely linked regions, adapting to the trend of green economy, digital economy, and circular economy. At the same time, this is also an opportunity to innovate governance models, reform institutions, implement digital government, modernize the administrative apparatus and improve the quality of service to the people.

The General Secretary suggested that the Standing Committees of the Provincial Party Committees of the two provinces need to thoroughly grasp the Central's policies, closely follow local realities, focus on leading and directing the synchronous and effective implementation of tasks; focus on reviewing and evaluating the level of completion of targets and tasks according to the Resolution of the Provincial Party Congress for the 2020-2025 term to promptly have solutions to lead, direct and effectively implement targets that are still low or may not be completed in order to strive to complete at the highest level the goals and tasks of the term.

The province needs to be repositioned in the overall space of regional development linkage, placed on the East-West strategic economic corridor connecting the Central Highlands - Central Coast - Southern Laos - Northeastern Cambodia - Thailand, closely linked with the national strategy and regional development resolutions of the Central Government.

Urgently review, integrate, and update provincial planning, ensuring consistency with regional and national planning, both effectively exploiting the comprehensive advantages of the locality and expanding new development space and space. The development vision must be based on a foundation of ecological-economic diversity, aiming for green, inclusive, and sustainable growth, with a multi-center growth model.

The General Secretary requested to promote economic, infrastructure and science and technology development towards innovation, regional connectivity and sustainable development. Link innovation with specific areas such as agriculture, industry, smart cities, tourism and services.

Prioritize the development of organic agriculture, forestry economy, medicinal economy, focusing on Ngoc Linh ginseng and precious endemic medicinal species, fruit trees, cold-climate vegetables and flowers, industrial crops. Form concentrated raw material areas associated with deep processing, creating high value-added goods for export.

Promote the synchronous development of marine economy - tourism - services, taking Ly Son Island Special Zone, Mang Den Eco-tourism Area, tourist destinations associated with historical, cultural, spiritual heritage and ethnic minority identities as highlights.

Along with that, forming ecological and smart urban areas along both banks of Tra Khuc River and Dak Bla River, linking nature conservation with modern development, diversifying industries.

The locality needs to continue to improve the investment environment, free up resources, remove bottlenecks, encourage creative startups, accompany businesses and form a team of dedicated and visionary entrepreneurs, contributing to the economic development of the province; carry out well social security work, develop human resources and improve people's lives; strive to complete 100% of the elimination of temporary and dilapidated houses by 2025; focus on preserving and promoting the cultural identity of ethnic groups, harmoniously integrating them into socio-economic development; maintain national defense and security, strictly manage border areas, and build a peaceful and developed border area.

The General Secretary noted the need to strengthen the building of a clean and strong Party and political system, in conjunction with the strict implementation of Directive 45-CT/TW on Party congresses at all levels. First of all, continue to build a strong Party in all aspects of politics, ideology and ethics. Promote the study and following of Ho Chi Minh's ideology, ethics and lifestyle, in conjunction with setting an example of responsibility, especially for key cadres. Strictly implement the standards of public service ethics; maintain Party discipline and order.

Prepare well for the organization of Party congresses at all levels, strictly implement Directive 45-CT/TW, ensure correct principles, procedures, progress and quality. The preparation of political reports and Party Committee review reports must be close to the reality after the merger, honestly reflect the situation, avoid mechanical integration and mechanical copying.

The personnel work of the Party Committee after the merger must be implemented in accordance with the regulations according to Conclusion 150-KL/TW, putting standards, capacity, and prestige first; arranging harmoniously between localities, absolutely not allowing local manifestations, group interests...

The General Secretary believes that after the merger, Kon Tum and Quang Ngai will rise strongly, becoming a new growth pole, a model of institutional innovation, organizational structure and development methods in the era of the entire nation's rise.

The General Secretary affirmed that the Party Central Committee, the National Assembly and the Government always believe, accompany and will create the most favorable conditions for Quang Ngai province (new) to make a strong breakthrough, develop rapidly, sustainably and comprehensively, and deserve to be a bright spot in the journey to turn our country into a developed, high-income country by 2045 - for a strong, prosperous and happy Vietnam.
