Rural and agricultural census in 2025: Comprehensive digitalization, wide coverage

The 2025 rural and agricultural census is one of three national censuses chaired by the Statistics Department, which is set to be launched nationwide from July 1. Compared to the 2016 census, this year's census has many new highlights in terms of data collection and implementation methods. Khanh Hoa Newspaper interviewed Ms. Le Thi Truc Phuong - Head of the Provincial Statistics Office on this issue.

- Could you please tell us the most prominent new points of the rural and agricultural survey in 2025 compared to 2016?

- This year's census collects more groups of information, covering more widely the scale, subjects, current situation of agriculture, farmers, rural areas and the structural shift of the agriculture, forestry and fishery sector; rural labor structure. In particular, for the first time, a survey form specifically for enterprises, cooperatives and cooperative alliances in the agriculture, forestry and fishery sector was added. This is to ensure a full scope of the survey, reflecting more comprehensively the picture of rural development and the agricultural sector.

Another breakthrough is that the entire data collection process is digitized, using electronic survey forms, and managing progress and information quality through an online system. Information technology is applied in checking, cleaning and completing data; some stages also use digital maps to clearly understand the progress and quality of the survey at the survey site. This helps the data to be unified, accurate, easier to retrieve and analyze than traditional paper surveys; at the same time, it creates the basis for building e -Government in the future.

- Who will the investigation include and how will it be organized, madam?

- The survey will collect information on workers involved in agriculture, forestry and fishery activities, including: Households involved in agriculture, forestry and fishery activities; workers in the agriculture, forestry and fishery sector; farms, businesses, cooperatives operating in this sector and the Commune People's Committee. The survey will take place from July 1 to 30.

The survey method is a combination of a full survey and a sample survey. The full survey applies to all units participating in agricultural, forestry and fishery activities; while the sample survey applies to a number of households in the agricultural, forestry and fishery sector to collect in-depth data for research on agricultural production activities of this group.

- What does the specific investigation include, madam?

- The 2025 survey content is designed to reflect the current status of agricultural, forestry and fishery production and rural life such as scale, capacity and form of production; structure and working time; level of mechanization, digital technology, application of science and technology; traceability, product consumption linkage; impact on the environment; impact of climate change. In addition, the survey also focuses on issues such as: Farm economy ; the role of women in agricultural, forestry and fishery production; self-sufficient production and consumption of farming households; use of agricultural land...

Regarding rural areas, the survey content includes changes in infrastructure; economic support policies; environmental sanitation; agricultural, forestry and fishery development associated with processing, services and tourism, cooperatives and craft villages; facilities and working conditions of the commune People's Committee. For rural residents, the survey information will focus on access to capital and credit; vocational training for workers; implementation results of Party and State policies; use of electricity, clean water, medical examination and treatment and primary health care.

- What are the advantages and disadvantages of applying digitalization in investigations, madam?

- Digitalization brings many advantages to the investigation: Data is updated instantly, well secured, errors are reduced thanks to automatic logic checking software that helps control progress and ensure information quality more effectively. Investigators apply 2 methods of information collection including direct interviews and indirect information collection, mostly carried out on electronic survey forms. CAPI forms (handheld electronic forms) are used when investigators directly interview subjects; and Webform is an electronic form for the Commune People's Committee to fill in information themselves.

The main difficulty lies in the initial steps when people or commune officials are not familiar with the system. However, the investigators will support, provide accounts, guide them to log in and declare full information.

Data from CAPI and Webform forms are both transferred to the General Statistics Office's server, but for CAPI forms, it is faster because it is synchronized directly from the investigator's device. These data are all checked, processed, coded, identified and anonymized by the software before being transferred to the Central Steering Committee for the 2025 Rural and Agricultural Census.

- Up to this point, how has the province prepared for the census, madam?

- Up to now, the Provincial People's Committee has established the Steering Committee for the 2025 Rural and Agricultural Census, issued operating regulations and a census plan; clearly assigned responsibilities to each department, branch, and locality. The District Steering Committee has organized training conferences on recording forms and providing professional guidance to the Commune Steering Committee and investigators. In early June 2025, the Provincial Steering Committee will organize a training conference on investigation skills for the Steering Committees at all levels, team leaders, and investigators to conduct field surveys starting from July 1, 2025.

Along with that, propaganda work is being promoted to help people understand, agree and cooperate in providing complete and honest information, contributing to the smooth and successful conduct of the census.
