General review of the work of protecting and preserving national treasures

On May 29, the Ministry of Culture, Sports and Tourism (MCST) issued Document No. 2373/BVHTTDL-DSVH requesting relevant units to comprehensively review, evaluate and strengthen the work of protecting, preserving and promoting the value of national treasures.

Accordingly, units need to review the entire status of display, storage, preservation and security plans for each national treasure under management; specifically report the name of the treasure, the place of storage, the preservation situation since recognition, and propose recommendations if any.

The Ministry requires the development of a separate protection plan for each treasure, ensuring absolute safety, with special attention to fire prevention, anti-theft, natural disaster prevention and other risks. For treasures kept at relics or under private ownership, the protection plan must be assessed by the Department and assigned to be implemented by the People's Committee at the commune level.

Units must promptly report any developments affecting the safety of treasures.

Regarding preservation work, the Ministry proposes to prioritize investment in technical infrastructure and specialized equipment for archives and exhibition areas at museums or relics, ensuring proper implementation of technical and scientific processes and coordination with experts.

In the activity of promoting values, it is necessary to strengthen communication, attractive promotion, and develop display plans suitable for each type of treasure, both meeting cultural needs and ensuring security.

In particular, the Ministry requires making a list of valuable artifacts at relics, developing specific protection plans, coordinating with the police force to monitor and organize implementation; limiting direct access, preserving according to standards, equipping monitoring equipment, and arranging artifacts in safe areas.

The protection plan must ensure limited direct access to artifacts that cannot be stored or replaced with restored copies, regular inspection and periodic maintenance; in cases where storage is possible, it must be equipped with preservation equipment, anti-theft devices, monitoring systems and located in a safe area.

The 2024 Law on Cultural Heritage will officially take effect from July 1, 2025, clearly defining the management responsibilities and protection and preservation regime for national relics, antiquities, and treasures.
