Da Nang and Quang Ngai cities must complete handover of land for the North-South Expressway before July 15, 2025.

The Government Office has just issued Document No. 6363/VPCP-CN dated July 9, 2025 conveying the opinion of Permanent Deputy Prime Minister Nguyen Hoa Binh - Head of Inspection Team No. 1 on accelerating the progress of implementing North - South expressway projects in the Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh sections.

Specifically, in Document No. 6363/VPCP-CN, Permanent Deputy Prime Minister Nguyen Hoa Binh requested the People's Committees of Da Nang and Quang Ngai provinces and cities to resolutely direct functional agencies and local authorities at all levels to focus on resolving difficulties and obstacles to hand over the entire construction site to investors and contractors before July 15, 2025; strengthen propaganda and mobilize households that have handed over the site to create conditions for contractors to work in "3 shifts, 4 teams" to ensure the project's completion progress. The Chairmen of the People's Committees of Da Nang and Quang Ngai provinces and cities shall be fully responsible to the Government and the Prime Minister if there are further delays.

The Ministry of Construction shall strengthen inspection, supervision, and direct investors and contractors to increase human resources and equipment, proactively gather supplies, materials, financial resources, etc., organize construction in 3 shifts, 4 teams, and work on holidays and days off to complete the project according to the committed schedule; note that quality, environmental sanitation, and labor safety must be ensured in accordance with regulations, not to ignore quality for the sake of progress, shorten technological processes and procedures, choose materials that do not meet standards, cause environmental sanitation, and labor safety at the construction site, etc.

The four expressway projects of Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh sections have a total length of 231.27 km; with a total investment of VND 49,786,385 billion; accounting for about 23% of the volume that must be completed to achieve the target of 3,000 km of expressway by 2025.
