Ho Chi Minh City agrees to start expanding National Highway 1 in 2026

Ho Chi Minh City People's Committee agreed on the plan to expand National Highway 1 to 60m, expected to start construction in the fourth quarter of 2026, completed and put into use and exploitation in the fourth quarter of 2028.

Recently, the People's Committee of Ho Chi Minh City has issued a document agreeing with the proposal of the Department of Construction on the detailed plan to implement component project 3, upgrading and expanding National Highway 1 (from Kinh Duong Vuong Street to the border of Tay Ninh province) invested under the public-private partnership method (BOT Contract).

Total project investment is about 16,285 billion VND

The project to upgrade and expand National Highway 1 is over 9.6 km long, widening the road surface from the existing 20 - 25 m to 60 m, accommodating 10 - 12 lanes. The total investment of the project is about 16,285 billion VND. 6 - 8 main lanes in the middle of the route (speed 80 km/h) serve fast-moving vehicles, with toll collection. Two parallel roads on both sides (speed 60 km/h) serve motorbikes, mixed vehicles and do not collect tolls.

The project also builds more bridges and tunnels at major intersections. Specifically, the Kinh Duong Vuong intersection overpass is located at the intersection of National Highway 1 and Kinh Duong Vuong Street. The overpass has 4 lanes on National Highway 1, crossing Kinh Duong Vuong Street and Tran Dai Nghia Street. The land area is about 6.24 hectares.

Binh Dien Bridge is located on National Highway 1 across Cho Dem River. The distance from the center of Cho Dem River to Binh Thuan intersection is about 350m, towards Kinh Duong Vuong intersection is about 330m. The scale includes a new construction unit in phase 1 and a new construction unit in phase 2. The land area is about 8.03 ha.

National Highway 1 will be widened to 60m.

Binh Thuan traffic intersection is located at the intersection of National Highway 1 and Nguyen Van Linh Street. The scope of National Highway 1 is about 395m from the center of Nguyen Van Linh Street towards Ben Luc - Long Thanh Expressway, about 390m towards Binh Dien Bridge. Nguyen Van Linh Street is about 382m from the center of National Highway 1A towards Vo Tran Chi Street, about 380m towards Can Giuoc Bridge.

The scale includes 2 expanded overpasses on National Highway 1, 2 4-lane underpasses going straight from Nguyen Van Linh Street through the expressway ramp, 1 pedestrian overpass on the expressway ramp and 1 pedestrian overpass on Nguyen Van Linh Street. Area is about 13.57ha.

Approval of 2 component projects on compensation and resettlement

Previously, the Ho Chi Minh City People's Committee also approved two component projects on compensation, support and resettlement under the National Highway 1 upgrade project.

Component project 1: Implemented in Tan Tao and An Lac wards, with a total capital of nearly 1,068 billion VND. The entire route has 101 households whose land was recovered, of which 61 households were cleared.

Component project 2: Implemented in Tan Nhut and Binh Chanh communes, with a total capital of nearly 8,543 billion VND. In this area, about 2,140 households had their land recovered, of which 1,761 households were cleared.

The total cost of compensation, support and resettlement for the two component projects is up to VND9,611 billion, accounting for more than half of the total estimated investment of VND16,285 billion of the entire project.

Ho Chi Minh City People's Committee assigned local authorities to approve compensation, support and resettlement plans in the second and third quarters of 2026.

According to plan, the project will start construction in the fourth quarter of 2026 and be completed and put into use and exploitation in the fourth quarter of 2028.

In order for the project to be implemented on schedule, the Chairman of the City People's Committee requested the Department of Construction to take the lead in urging relevant departments and units to promptly implement the contents of the plan; relevant departments, localities and units should prioritize the resolution of assigned tasks.

The Ho Chi Minh City People's Committee assigned the Department of Construction to urgently hold architectural competitions for the Binh Thuan and Kinh Duong Vuong intersections and Binh Dien bridge in October 2025, and complete the Feasibility Study Report before December 15.
