Ho Chi Minh City accelerates green transformation in transportation

According to Mr. Bui Xuan Cuong, Vice Chairman of Ho Chi Minh City People's Committee, green transformation in transportation is not only an urgent task to reduce emissions, but also a strategic step for Ho Chi Minh City to develop sustainably, modernly, and environmentally friendly.

Currently in Ho Chi Minh City, electric buses and CNG vehicles account for 45.2% of the total number of buses operating in the area. Electric taxis account for about 71% of the total number of taxis and electric motorbikes account for about 28.1% of the total number of motorbikes transporting passengers via technology platforms.

Along with that, the electric charging station system is being rapidly expanded, with about 1,000 charging stations in operation, of which V-Green Group alone owns 900 stations, owns 9,432 charging stations with 14,743 charging ports for electric cars and 300 fast charging stations for electric motorbikes with more than 9,000 charging ports. In addition, Selex Motors has deployed about 50 electric motorbike battery exchange points, equivalent to 900 batteries shared by many car manufacturers, promoting the circular economic model in urban traffic.

Along with the development of charging station infrastructure, the Department of Industry and Trade and Ho Chi Minh City Electricity Corporation were assigned to coordinate in preparing a plan to ensure power supply for the electric vehicle charging station system until 2030, with a vision to 2045, while simplifying connection procedures and installing transformer stations for investing enterprises.

To continue to accelerate progress, the Ho Chi Minh City People's Committee assigned the Department of Construction to preside over a comprehensive review of programs, projects and plans related to the green transformation policy in the transport sector, such as: Project to strengthen public passenger transport combined with control of the use of personal vehicles; urban railway development project; project to control vehicle emissions... The Department of Construction is responsible for analyzing, evaluating and proposing contents that need to continue to be implemented, adjusted or completed to move to a new phase, ensuring consistency, inheritance and avoiding duplication.

In particular, the project to control vehicle emissions will be implemented in 2 phases. In phase 1, the Department of Construction must complete the draft Resolution to submit to the City People's Council at the meeting in November 2025.

Phase 2, urgently carry out necessary procedures to accelerate the green transition in eligible areas such as Con Dao and Can Gio, submit to the People's Council for approval by the end of 2025; other areas will continue to be completed in the first quarter of 2026. In addition, the city also aims to put into operation an electric bus route connecting Co Ong airport to the center of Con Dao special economic zone in December 2025.

Regarding the Project to convert two-wheeled vehicles from gasoline to electric for all technology drivers and delivery drivers in Ho Chi Minh City proposed by the Institute for City Development Studies. Vice Chairman of the City People's Committee Bui Xuan Cuong assigned this unit to urgently complete the project content according to the comments of the agencies, and send it to the Department of Construction for appraisal before October 31, 2025. The Department of Construction was assigned to preside over the appraisal and advise the City People's Committee on implementing the next steps, ensuring compliance with regulations, especially clarifying the legal basis, order, procedures, as well as breakthrough policy mechanisms to promote green transformation in the transport sector.

This task must be completed before November 20, 2025. Ho Chi Minh City Police have the task of coordinating with the Department of Construction and the Department of Science and Technology to continue to propagate and guide people to ensure fire prevention and fighting safety when using, charging and storing electric vehicles, especially in apartment buildings, garages, basements and shopping centers.
