Ho Chi Minh City: Digitalizing processes in administrative operations

Ho Chi Minh City is promoting digital transformation in management and operation, aiming to build a unified, modern, transparent administrative apparatus and serve people and businesses more effectively.

Ho Chi Minh City is gradually realizing the goal of building a unified, modern and effective digital government, starting with the launch of the Digital Government Management Platform Phase 1 - a concrete step in implementing Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

According to Duong Hong Thang, Chief of the Office of the Ho Chi Minh City People's Committee, after the merger, the city has nearly 50,000 officials, civil servants and public employees working at administrative agencies and public service units. However, each unit uses separate software systems and different login accounts, causing difficulties in management, access and information sharing. Based on that reality, the Centralized Digital Government Management Platform was built to help officials and civil servants have unified access to processes, documents and working tools, facilitating work processing, operations and decision making.

According to Director of the Ho Chi Minh City Digital Transformation Center Vo Thi Trung Trinh, this platform integrates many smart functions and utilities, helping to improve the efficiency of management and operation. Specifically, the "reminder of work to be processed" function displays all documents awaiting approval, documents awaiting approval, tasks assigned by the Standing Committee of the City People's Committee, work that needs to be approved, processed or extended... helping staff grasp progress, perform work promptly and transparently.

The function of "monitoring tasks from higher levels" allows monitoring of all tasks assigned by the Government Office , City Party Committee, City People's Committee Party Committee, and at the same time connects tasks between the City People's Committee and departments, branches, wards, communes, and special zones. In particular, the function of "Assigning tasks immediately" allows the Standing Committee of the City People's Committee to assign tasks directly to the leaders of 16 departments, branches, branches, and 168 wards, communes, and special zones, ensuring that administrative instructions are communicated immediately, reducing delays in handling work.

The digital government management platform will help cadres, civil servants, and public employees exchange and quickly send information, documents, instructions, and urge them to perform their tasks.

In addition, the "Internal Communication" function helps cadres, civil servants, and public employees exchange and quickly send information, documents, instructions, and urge task implementation; automatically create groups of cases, assign tasks, and monitor processing progress. The platform also integrates the electronic directory of the entire city government system, updated by unit, department, and position; and at the same time, sends quick notifications about important news and work to each user, helping information to be transmitted continuously and without interruption.

According to the plan, after completing phase 1, Ho Chi Minh City will deploy phase 2 in the first quarter of 2026, adding many new utilities, including web versions and mobile applications (iOS, Android) so that officials can access and handle work anytime, anywhere.

Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Manh Cuong emphasized that the implementation of the Digital Government Management Platform is not only a technology project but also a breakthrough in innovating the method of state management and administration. The platform will contribute to changing the mindset and working style of officials, standardizing work processes, reducing paperwork, and building a more professional, transparent, and dynamic working environment.

The Vice Chairman of the City People's Committee requested departments, branches, sectors and People's Committees of wards, communes and special zones to deploy training and provide specific instructions to staff directly using the system, especially at the grassroots level. The City People's Committee Office will determine the trial period and official operation time, and at the same time issue regulations and instructions for use to ensure consistency throughout the system.

In addition, the Ho Chi Minh City Digital Transformation Center continues to listen to user opinions, improve and add features and utilities to better meet practical management and operation requirements, towards a unified, modern and effective digital government, serving people and businesses better and better.
