Hue City: Strictly handle the act of burning straw in the fields

(PLVN) - Hue City is in the rice harvest season, which is also the time when straw burning occurs in some places, causing air pollution. Faced with this situation, authorities at all levels have simultaneously stepped in, propagandizing, punishing, criticizing lax officials, setting up hotlines... showing their determination not to tolerate acts that harm the environment.

In the 2024-2025 winter-spring crop, Hue City will plant nearly 30,000 hectares of rice; most of the rice is currently ripening, with harvest time concentrated from May 5 to 25.

To prevent and combat the act of burning straw that pollutes the environment and make good use of agricultural by-products after harvest, many communes and wards in Hue City have made efforts to propagate and remind farmers about the above issue by posting information on electronic information portals, propagating on radio, holding public meetings, setting up hotlines, etc. It is worth mentioning Huong Van ward, Huong Xuan ward (Huong Tra town), Quang Thai commune (Quang Dien district), Huong Vinh commune, Huong An ward (Phu Xuan district) are localities that are assessed to have positive and effective methods as mentioned above.

In some places, violations are strictly handled. According to Clause 1, Article 41 of Decree 45/2022/ND-CP, the act of burning straw in the fields after harvest is a violation of environmental protection regulations in agricultural production, with a fine of 2.5 - 3 million VND.

Speaking with PLVN, Mr. Le Dinh Lanh (Chairman of the People's Committee of Huong Chu Ward, Huong Tra Town) said that the local government has just issued 5 decisions to impose administrative penalties in the field of environmental protection on Mr. Mai Xuan Minh, Nguyen Cong Chuy, Doan Van Bich, Ha Phuoc Sam and Doan Van Tien with a fine of 2.5 million VND each for illegal straw burning.

In addition to handling violations with individuals, the People's Committee of Huong Chu Ward also issued an official dispatch criticizing Mr. Phan Van Loc (Head of Phu O 1 Residential Group) for not strictly performing his duties in prevention and control work; not complying with the tasks assigned by the People's Committee of the Ward in organizing solutions to limit straw burning in the area.

“We publicly announce violators to the community to warn them not to continue burning straw after harvest. Punishment must be imposed early as a deterrent; at the same time, this will create a habit among farmers so that in the following years, no one will violate the law again,” said Mr. Lanh.


Faced with the fact that some people still burn straw in the fields after harvest, on May 7, Mr. Hoang Hai Minh (Vice Chairman of Hue City People's Committee) signed Official Dispatch 5178/UBND-NN on restricting the burning of straw, stubble, and agricultural by-products after harvest.

The document stated that the Department of Agriculture and Environment in coordination with localities recommended that people use biological products to treat straw and agricultural by-products after harvest into organic fertilizers for agriculture, contributing to reducing environmental pollution. At the same time, the People's Committee of Hue City directed the People's Committees of districts, towns and cities to assign the Chairman of the People's Committee at the commune level to take direct responsibility if straw burning occurs.

These agencies are also assigned to coordinate with the Department of Culture and Sports to set up a hotline and deploy the Hue-S application to receive feedback on straw burning in the fields so that timely and strict measures can be taken.


According to the leader of the Department of Environmental Protection (Department of Agriculture and Environment), some people believe that burning straw has the advantage of not requiring much effort or cost to process straw, and at the same time helps to destroy pests and some weeds in the fields. However, in reality, this practice causes many times more harm than the benefits it brings. Burning straw not only pollutes the environment, affects people's health and lives; it also wastes resources and degrades cultivated land.
