On October 27, Vice Chairwoman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy signed and issued the Plan to implement the Program to popularize artificial intelligence for citizens (AI for Citizens) for the period 2025-2030.
The plan not only aims to popularize AI and equip basic knowledge about AI, but also equip the entire population with skills to apply AI to life, work, and study, from civil servants, public employees, workers to students, thereby contributing to building human resources to adapt to smart cities and digital economies .

The key point that has generated interest in Ho Chi Minh City’s plan is the target number of people trained. The city has set specific milestones, starting from the 2026-2027 period, each year training knowledge about AI for at least 1% of the city’s population. By the end of 2027, the cumulative figure will reach 2% of the population.
The 2028-2030 period will see a strong acceleration: the city plans to train at least 5% of the population each year, or about more than 600,000 people. The goal is that by 2030, the program will reach 15% of the population (about 2 million people).
The plan also requires that 80% of learners must be able to apply at least one AI tool to work or life after completing the course.
To achieve the above goals, the City People's Committee will deploy a series of key tasks. Regarding training content, the plan emphasizes the dissemination of knowledge that does not require programming or complex mathematics. The content must be practical, easy to understand, illustrated with real-life examples and AI applications being deployed right in the city. In particular, the program will focus on integrating content on ethics and safety when using AI.
In terms of implementation, in addition to short-term classes (2-4 sessions/class) held directly at agencies, cultural houses or ward/commune People's Committees, the focus is on the city to build an online AI learning platform (MOOC). This platform is designed to meet accessibility standards (WCAG), be friendly to the elderly and people with little technology use, and integrate single sign-on (SSO) with VNeID accounts.
The plan also focuses on communication work, with the goal of achieving 50% of people having a correct understanding of AI and being interested in the program, along with about 1 million AI accesses on television and digital platforms.
