Specifically, Clause 4, Article 6 of Circular 148/2018/TT-BQP stipulates the responsibility of the Commune People's Committee in selecting and calling citizens to join the army in 2024 as follows:

- Carry out responsibilities as prescribed in Clause 1, Article 6 of Circular 148/2018/TT-BQP and direct the Military Service Council, relevant departments, branches and villages to conduct military recruitment in accordance with regulations, ensuring sufficient quotas and quality of military recruitment.

- Direct villages to organize elections and propose male citizens of military service age to go through preliminary selection to perform military service according to regulations, ensuring democracy, fairness, publicity, quality and efficiency.

- Directly select and approve citizens for military service; report to the People's Committee at district level the list of citizens eligible for military service, temporary deferment of military service, and exemption from military service.

Prepare military service records and related procedures for citizens eligible for military service to hand over to the District Military Command.

Publicly post at the headquarters of the People's Committee at the commune level according to regulations and publicly notify each village of the following contents:

+ Military recruitment targets assigned by the district to the commune;

+ Conditions and standards for military recruitment; cases of temporary deferment of military service and exemption from military service;

+ List of citizens eligible for military service;

+ List of citizens temporarily deferred from military service or exempted from military service;

+ List of citizens eligible for military service;

+ Health classification results according to the conclusion of the Military Service Medical Examination Council;

+ List of citizens qualified for military service and ready to join the army.

- Direct the Commune Military Command to coordinate with relevant departments and branches to guide citizens who are called up for military service to fill out a health insurance declaration (according to the form), with confirmation from the Commune People's Committee to hand over to the District Command along with the military service records.

- Direct the Commune Military Command to coordinate with the Commune Police and departments, branches and organizations to grasp the political and ethical standards and newly arising issues of citizens preparing to join the army, promptly inform and provide information to the District Military Command and the military receiving unit to know and manage. Coordinate with the military receiving unit and the family to handle deserters and deserters according to the provisions of law.

Which agency registers for military service in 2024?

Military service registration in 2024 will be carried out by the following agencies:

- The Commune Military Command carries out military service registration for citizens residing in the locality.

- The Military Command of agencies and organizations at the grassroots level shall register for military service for citizens working and studying at the agency or organization and compile reports for the Military Command of the district, town, city under the province and equivalent administrative unit (hereinafter referred to as district level) where the agency or organization is headquartered;

In case an agency or organization does not have a Military Command at the grassroots level, the head or legal representative of the agency or organization is responsible for organizing for citizens to register for military service at their place of residence.
