Joining the delegation were representatives from the Dong Da District Party Committee and the Standing Committee of the Dong Da District Youth Union.

This project is part of the youth journey "Continuing the Tradition - Contributing to the Future" to celebrate the 60th anniversary of the Three Ready Movement (1964); the 70th anniversary of the Liberation of Hanoi (October 10, 1954 - October 10, 2024); the 80th anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2024); and the 35th anniversary of the National Defense Day (December 22, 1989 - December 22, 2024) in Hanoi, implemented by the Standing Committee of the Hanoi Youth Union.

The project to restore portraits of martyrs and present them to families of martyrs, families with meritorious contributions to the revolution, and families of Vietnamese Heroic Mothers in Hanoi in 2024 is an opportunity for the youth of the capital city to express their feelings and gratitude to the heroic martyrs who bravely sacrificed themselves to protect the Fatherland and build the independence and freedom of the nation.

In the families of fallen soldiers, relatives expressed their emotion upon receiving reconstructed photographs of their husbands, fathers, brothers, and loved ones, with many details capturing their essence and spirit right before their eyes.

From time-worn black-and-white photographs, some with only a few details remaining and no longer intact, advanced techniques have recreated the images of fallen soldiers in full color, helping their relatives alleviate their grief and longing for the deceased.

Since the end of June 2024, the Standing Committee of the Hanoi Youth Union has issued a document to the People's Committees of districts, towns, and communes, the Departments of Labor, War Invalids and Social Affairs of districts, towns, and communes in the city, and the Standing Committees of the district and town Youth Unions under its jurisdiction, requesting them to coordinate in reviewing and compiling statistics on families of martyrs and families with meritorious contributions to the revolution who wish to have their portraits restored, and to send the information to the Propaganda Department of the Hanoi Youth Union for compilation. As of July 27, 2024, the Project had received 1,070 portraits of heroic martyrs and Vietnamese Heroic Mothers whose families wished to have them restored.

The vividly recreated facial features help the relatives of fallen soldiers to alleviate some of their grief and longing for their deceased loved ones.

Since its launch, the project has quickly attracted many youth union members, young people, and volunteers to register and participate in the task. The Standing Committee of the City Youth Union has developed a plan and established photo restoration teams consisting of experts from the "Red Flower" restoration team, along with youth union members, young people, and students with expertise in technology, fine arts, professional painting, and photography.

With the active and leading contributions from the "Red Flower" photo restoration team led by Mr. Phuc Le, along with the close support of local Party committees, authorities, and affiliated Youth Union branches, the project to restore photos of fallen soldiers has truly become a source of trust and a heartfelt contribution from the families of the martyrs.
