At the conference, representatives of the Department of Public Asset Management ( Ministry of Finance ) introduced basic contents and new points related to regulations on standards and norms for using working offices, public service facilities, cars, machinery and equipment for work.
At the same time, disseminate some new points of Decree No. 153/2025/ND-CP dated June 15, 2025 amending and supplementing a number of articles of Decree No. 72/2023/ND-CP dated September 26, 2023 of the Government regulating standards and norms for the use of automobiles.
One of the new points is the addition of commune-level positions: Party Secretary, Chairman of People's Council, Chairman of People's Committee, Chairman of Fatherland Front Committee at commune level; Deputy Secretary, Vice Chairman of People's Council, Vice Chairman of People's Committee, Vice Chairman of Fatherland Front Committee at commune level are allowed to use cars for general work.
Supplement the regulation on the maximum quota of 2 cars/commune and assign the provincial People's Committee to allocate. After the allocation, the quota of a commune can be higher or lower than 2 cars to suit the working tasks of each commune.
In addition, one of the new points of Decree No. 155/2025/ND-CP dated June 16, 2025 of the Government regulating standards and norms for the use of working offices and public service establishments is to remove the category of non-professional workers at the commune level according to the Government's regulations on titles, numbers, some regimes and policies for cadres, civil servants in communes, wards, towns and non-professional workers at the commune level to conform to the orientation of ending the use of non-professional workers at the commune level...
At the conference, delegates raised a number of difficulties and problems and requested specific guidance on the management and use of public assets at local agencies and units; at the same time, requested the Ministry of Finance to provide clearer guidance on the issue of decentralization and delegation of authority in the provincial level assigning budget estimates to commune levels before implementing two-level local government; the issue of using public assets in joint ventures and associations of public service units, etc.
Concluding the conference, comrade Bui Van Khang requested agencies, units and localities to study, absorb and focus on directing the full implementation of the contents of the decrees, circulars and regulations on the field of public assets, especially the issues of decentralization, delegation of authority and division of authority in the field of management and use of public assets according to Decree No. 127/2025/ND-CP dated June 11, 2025 of the Government; Decree No. 125/2025/ND-CP of the Government regulating the division of authority of local authorities at 2 levels in the field of state management of the Ministry of Finance, including the content of division of authority in the field of management and use of public assets effective from July 1, 2025...
He suggested that if there are any problems or misunderstandings during the implementation process, ministries, branches and localities should directly respond to the Ministry of Finance for clear instructions.
The opinions were received and explained directly by the Ministry of Finance at the conference. At the same time, it will direct the competent authorities to issue specific guidance documents as soon as possible for ministries, branches and localities to apply to ensure comprehensiveness, coverage and consistency nationwide.
