Implementing the work of developing participants and collecting social insurance and health insurance with a new mindset

On the morning of March 24, 2025, under the chairmanship of Deputy Director Tran Dinh Lieu, Vietnam Social Security held an online conference on implementing the work of developing participants and reducing late payment of social insurance and health insurance in 2025.

According to the summary report of the Collection Management and Participant Development Board (Vietnam Social Security), in the first two months of 2025, the collection and participant development work was carried out in a context of both difficulties and advantages.

The number of social insurance participants nationwide is 18.45 million people; reaching 85.7% of the assigned plan; an increase of 1.073 million people compared to the same period last year.

The number of people participating in unemployment insurance reached 15.015 million, reaching 89.6% of the assigned plan; an increase of 782 thousand people compared to the same period last year. The number of people participating in health insurance was 90.818 million; reaching 93.1% of the assigned plan; an increase of 680 thousand people compared to the same period last year.

Cumulative revenue in the first two months of the year reached VND86,389 billion, achieving 14.5% of the assigned plan, an increase of VND17,794 billion over the same period last year.

It has been recorded in some localities that the number of people participating in compulsory social insurance has increased quite positively; typically Hanoi City , Soc Trang... Many solutions have also been proactively implemented by the Social Insurance agency since the beginning of the year such as: advising the Provincial/City Party Committee, People's Council, Provincial People's Committee to assign social insurance and health insurance targets to local authorities (district and commune levels); proactively building scenarios for developing participants at Social Insurance at all levels...

At the conference, Vietnam Social Security also disseminated some new contents and instructions on the process of managing collection and developing social insurance and health insurance participants to suit the new apparatus after the process of arrangement and streamlining, which began to be implemented from March 1. Deputy Director of Vietnam Social Security Tran Dinh Lieu emphasized that the tasks of collection and development of participants will be implemented immediately, ensuring the progress of implementing the 2025 target.

The process is also newly developed, in the direction of assigning "clear people, clear work, clear responsibilities, clear progress, clear efficiency". The regional social insurance will be directly responsible for managing the collection and developing participants corresponding to the headquarters located in the district/county; the social insurance of districts/counties/inter-districts will be responsible for collecting and developing participants corresponding to the assigned management area. Intermediate steps will be minimized, ensuring decentralization and improving the effectiveness and efficiency of implementation right at the grassroots level.

At the Conference, Mr. Phan Van Men - Head of the Department of Collection Management and Participant Development also said that he will soon advise the leaders of Vietnam Social Security to issue documents guiding the process, procedures, and professional stages related to the collection and development of voluntary social insurance and self-paid health insurance participants; signing principle contracts with service organizations operating nationwide is the basis for regional social security agencies to sign contracts authorizing the collection of social insurance and health insurance.

Actively exploit and manage information on the database of potential non-participants in social insurance and health insurance, on that basis monitor, inspect and supervise regional social insurance to develop and implement scenarios for developing social insurance and health insurance participants. Regularly urge, inspect, supervise and accept the results of developing voluntary social insurance and self-paid health insurance participants in the assigned specialized areas as a basis for evaluating and classifying the completion of tasks of regional social insurance.

Mr. Phan Van Men - Head of the Department of Collection Management and Participant Development (Vietnam Social Security) disseminated some key contents on the collection and development of social insurance and health insurance participants in the coming time.

Receive feedback on difficulties and problems of regional social insurance, research timely solutions to remove difficulties and problems of regional social insurance, on that basis advise the leaders of Vietnam Social Insurance to report to competent state agencies in building, amending and supplementing mechanisms and policies on voluntary social insurance and self-paid health insurance to develop participants.

Monthly, quarterly and yearly, synthesize the results of developing voluntary social insurance and self-paid health insurance participants nationwide to serve the assessment and classification of specialized staff, regional social insurance, and the operational efficiency of service organizations, as a basis for adjusting the collection plan, developing voluntary social insurance and self-paid health insurance participants and reporting to the Ministry of Finance .

Regarding compulsory social insurance, we will focus on solutions to exploit data from relevant units for exploitation and development at labor-using units (including newly established units and units that are already operating).

Mr. Men also suggested that units should focus on updating and supplementing citizen identification information of social insurance and health insurance participants; thoroughly implementing the restriction of printing paper health insurance cards, and strengthening guidance for people to install and use health insurance card images on the VssID-Social Insurance Number and VneID applications.

For large service organizations such as Vietnam Post , PVI Insurance Corporation... Leaders of Vietnam Social Security also proposed to increase resources to ensure strong implementation of online business stages; requiring from June 1, all transactions must be carried out online; from here, management efficiency will be improved, data control will be strengthened, and risks that may arise will be minimized.
