Synchronously deploy solutions to improve population efficiency and development in the new situation

(Chinhphu.vn) - Deputy Prime Minister Le Thanh Long has just signed Decision No. 1745/QD-TTg dated August 15, 2025 of the Prime Minister promulgating the plan to implement Conclusion No. 149-KL/TW dated April 10, 2025 of the Politburo on promoting the implementation of Resolution No. 21-NQ/TW dated October 25, 2017 of the 6th Conference of the 12th Party Central Committee on population work in the new situation.

Synchronously deploy solutions to improve population efficiency and development in the new situation

The purpose of the Plan is to organize the dissemination and serious, synchronous and effective implementation of Conclusion No. 149-KL/TW to promote and improve the effectiveness of population and development work in the new situation. At the same time, promote the combined strength of the political system and people of all walks of life, strengthen inter-sectoral coordination between central and local ministries and branches in organizing the implementation of Conclusion No. 149-KL/TW.

Population work is a strategic, urgent, long-term task.

The plan sets out 5 specific tasks and solutions as follows:

Regarding the organization of propaganda, dissemination and implementation of Conclusion No. 149-KL/TW, Ministries, branches, People's Committees of provinces and centrally run cities urgently organize the dissemination, propaganda and implementation of the contents of Conclusion No. 149-KL/TW and the Prime Minister's Plan to implement Conclusion No. 149-KL/TW to all Party members, cadres, civil servants, public employees and workers at all levels, sectors, agencies and units to create unity, raise awareness and actions of all levels, sectors and the whole society; improve the effectiveness of population work in the new situation (to be completed in August 2025). The Ministry of Health advises the Prime Minister to organize a national conference to disseminate Conclusion No. 149-KL/TW and implement this Plan (to be completed in August 2025).

The Ministry of Culture, Sports and Tourism, Vietnam Television, Voice of Vietnam , Vietnam News Agency coordinate with the Ministry of Health and other ministries, branches and localities to widely disseminate the contents of Conclusion No. 149-KL/TW of the Politburo and the Prime Minister's Plan on implementing Conclusion No. 149-KL/TW on mass media and grassroots information systems.

On continuing to strengthen the Party's leadership over population work , Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities shall lead, direct, thoroughly and fully grasp the viewpoints, goals, tasks and solutions of Resolution 21-NQ/TW, especially the viewpoint of shifting the focus of population policy from family planning to population and development, meeting the requirements of developing a rich and prosperous country in the new era.

At the same time, raise awareness, strengthen responsibility, innovate leadership methods; innovate thinking in direction and implementation; consider population as the most important factor, population work is a strategic task, both urgent and long-term in the cause of building and defending the Fatherland, the cause of the whole Party, the whole people and the political system. Put the content of population work into resolutions, programs and work plans; integrate population factors into strategies, plans, programs and socio-economic development projects of the whole country, each region, each sector and each locality. Promote the effectiveness of the leadership, direction and inter-sectoral coordination role of the Steering Committee for Population and Development at all levels.

The Ministry of Health shall take the lead in inspecting and urging ministries, branches and localities in implementing measures to strengthen the Party's leadership, improve the effectiveness and efficiency of state management, promote the core role of specialized forces and the active participation of people in effectively implementing population and development work.

Regarding the innovation of propaganda and mobilization content on population work , ministries, branches, People's Committees of provinces and centrally-run cities focus on innovating content and methods, improving the quality and effectiveness of propaganda and mobilization work on population work in the new situation for cadres, party members, civil servants, public employees, workers and people; considering the implementation of population policy and development in the new era as the responsibility of the entire political system, of each individual, family and the whole society.

At the same time, take advantage of digital media and social media with the criteria of diverse content, rich form, close to reality and suitable for each subject, each region to convey the Party's policies, State policies and laws and knowledge about population to each citizen to raise awareness and change behavior about population and development. The Ministry of Health strengthens the application of information technology and digital transformation in communication and education about population.

Speed up the progress of the Population Law Project to meet the requirements of national development in the new period.

Regarding the completion of population policies and laws , the Ministry of Health shall preside over and coordinate with ministries, branches, and People's Committees of provinces and centrally-run cities to accelerate the progress of drafting the Population Law Project, meeting the requirements of national development in the new period in the spirit of the Resolution of the 13th National Congress of the Party, submitting it to the National Assembly for comments and approval at the 10th Session of the 15th National Assembly. Draft and submit to the Government a Decree guiding the implementation of the Population Law after the Population Law is promulgated.

At the same time, advise on amending and supplementing the Law on the Elderly. Preside over the development and submit to the Prime Minister the Decision on amending and supplementing the Program on adjusting birth rates to suit regions and subjects by 2030 to ensure the national replacement birth rate; Decision approving the Project on building and developing health care workers for the elderly in the community and health care facilities for the elderly by 2030, with a vision to 2045; Decision approving the Project on Controlling gender imbalance at birth for the period 2026-2035.

The Ministry of Home Affairs (performing the tasks of the Ministry of Labor, War Invalids and Social Affairs), the Ministry of Culture, Sports and Tourism, and the Ministry of National Defense accelerate the progress of developing the projects assigned in Resolution No. 137/NQ-CP dated December 31, 2017 of the Government promulgating the Government's Action Program to implement Resolution No. 21-NQ/TW dated October 25, 2017 of the 6th Conference of the 12th Party Central Committee on population work in the new situation.

Promote the development and improve the operational efficiency of the population service delivery network.

Regarding the synchronous implementation of population solutions , the Ministry of Health shall take the lead in coordinating with ministries, branches, and People's Committees of provinces and centrally-run cities to promote the development and improve the efficiency of the population service network with the following solutions: Consolidating and developing the reproductive health care service network; screening and early diagnosis of prenatal and neonatal diseases; elderly care network; gradually developing the geriatrics network, training and developing specialized human resources in geriatrics, building specialized medical facilities in geriatrics, developing a comprehensive health care model for the elderly; effectively implementing disease prevention work, improving the health of mothers, children and people; promoting socialization and innovating the methods of providing population services.

At the same time, promote training, fostering, capacity building, and standardization of the staff working in population work, meeting the requirements of shifting to population and development; expand international cooperation in population work to gain financial, knowledge, experience, and technical support to achieve the goal of sustainable population development. Promote the implementation of the Vietnam Population Strategy to 2030, programs and projects on population and development to 2030; effectively organize the implementation of the National Target Program on health care, population and development for the period 2026-2035 after approval.

In addition, continue to strengthen the organization of the population work apparatus at all levels to ensure unity, continuity and synchronization with the process of implementing the arrangement of administrative units and local authorities at 2 levels; strengthen the inter-sectoral coordination mechanism for population work; increase investment resources to complete the targets and indicators according to Resolution No. 21-NQ/TW dated October 25, 2017 of the 6th Conference of the 12th Party Central Committee on population work in the new situation.

Building the National Target Program on Health Care, Population and Development for the 2026-2035 Period

The Ministry of Health is in charge of developing the national target program on health care, population and development for the 2026-2035 period, submitting it to the National Assembly for approval of the investment policy at the 10th session of the 15th National Assembly. Develop and issue the Decision of the Minister of Health approving the National Target Program on Health Care, Population and Development for the period 2026-2035. Preside over and coordinate with the Ministry of Public Security and relevant ministries and branches to synchronize the specialized population database to the National Data Center for exploitation and use after completion.

The Ministry of Finance shall preside over and coordinate with the Ministry of Health and relevant ministries and agencies to balance and arrange funding sources from the state budget to implement the tasks of the Plan, ensuring compliance with the provisions of the State Budget Law, the Law on Public Investment and relevant legal documents, with priority given to policy beneficiaries, ethnic minority areas, mountainous areas, border areas and islands.

The Ministry of Education and Training innovates the content and methods of education on population, reproductive health care, gender, sexuality, strengthens physical education, and improves physical fitness in the national education system; continues to review and perfect education policies to supplement content and activities related to improving the quality of the population and the physical stature of Vietnamese people; expands and improves the effectiveness of education, training, and vocational training associated with the labor market.

The Ministry of Home Affairs shall take the lead in coordinating with relevant agencies and units to promote job creation programs, reduce unemployment rates in urban areas, and increase labor usage time in rural areas. Ministries, branches, People's Committees of provinces and centrally-run cities shall consolidate the organizational apparatus and staff in charge of population work in the process of implementing administrative unit arrangement, ensuring unity, continuity, and effective implementation of population and development work.
