Deploying a political and ideological activity on the content of the article by General Secretary Nguyen Phu Trong

Implementing Instruction No. 141-HD/BTGTW dated February 5, 2024 of the Central Propaganda Department on implementing a political and ideological activity on the content of the article "Proud and confident under the glorious flag of the Party, determined to build an increasingly rich, civilized, cultured and heroic Vietnam" by General Secretary Nguyen Phu Trong (abbreviated as the General Secretary's article).

On February 27, 2024, Comrade Nguyen Duc Thanh, Member of the Party Central Committee, Secretary of the Provincial Party Committee signed and issued Plan No. 277-KH/TU of the Provincial Party Committee Standing Committee on implementing the above content.

Accordingly, the implementation of political and ideological activities on the content of the General Secretary's article must be carried out seriously, regularly, long-term, with a high focus on the occasion of the Party's founding day on February 3 every year, especially the two important milestones of the 95th and 100th anniversaries of the Party's founding day, the anniversaries of major national and provincial holidays, President Ho Chi Minh's birthday, the August Revolution and National Day September 2...; widely deployed to Party cells with many rich, diverse and effective forms associated with political tasks, Party history work, Party building and rectification work and the political system, and political events of the country. The propaganda and dissemination of the content of the General Secretary's article must be complete, profound, authentic, and have the power to spread and attract people of all walks of life. Specifically, in April 2024, it is necessary to complete the organization of conferences to study and disseminate the General Secretary's article to district Party committees, city Party committees, Party committees of the Provincial Agencies - Enterprises and commune, ward and town levels for key officials in the whole province. Issue documents on questions and answers about the content of the article; organize seminars and discussions on the topic and content of the article and develop propaganda and education reports suitable to the functions, tasks and actual conditions of agencies, localities and units.

The content of political and ideological activities should focus on the core issues of the article, such as: The Party leads, sets out the path of national liberation, arouses and multiplies the strength of the entire nation, wins victory in the August General Uprising (1945), and establishes the Democratic Republic of Vietnam (1930-1945). The Party leads the people of the whole country to continue the cause of the people's national democratic revolution: Carry out the socialist revolution in the North, the national liberation revolution in the South; successively defeat the war strategies of the US imperialists; One-sided war (1954-1960); Special war (1961-1965); Local war (1965-1968); Vietnamization of the war (1969-1975) and the escalating war of destruction in the North. The Paris Agreement was signed (January 1973), forcing the US imperialists and their vassal troops to withdraw their troops, creating favorable conditions for us to launch a general offensive and uprising, liberating the South in the spring of 1975, culminating in the resounding victory of the historic Ho Chi Minh Campaign (April 30, 1975), liberating the South and unifying the country. Our Party led the building of socialism nationwide and carried out the cause of national renewal. Traditional revolutionary values need to be promoted.

Focus on studying the message of the General Secretary's article on the Vietnamese revolutionary line under the Party's leadership through each period and historical stage, associated with the Party's congress terms. Implementing key tasks in the coming time such as: Clearly recognizing the context of the world and domestic situation to promote innovation, striving to take advantage of all opportunities and advantages, successfully implementing programs, plans, goals and tasks set for the 13th term and until 2030. Thoroughly grasping and creatively applying the lessons learned from the 13th Party Congress, especially some lessons learned on innovation in leadership methods and working style and manners drawn at the 13th Central Conference. Focusing on effectively implementing tasks on economic, cultural and social development; national defense, security, foreign affairs; Party building and the political system; Preparing for Party congresses at all levels for the 2025-2030 term, the 15th Provincial Party Congress and the 14th National Party Congress; striving by 2030, the 100th anniversary of the Party's founding, our country will be a developing country with modern industry and high average income.

In order to effectively implement the proposed plan, the Provincial Party Standing Committee requested the district, city and affiliated party committees to promptly issue plans to direct their affiliated party committees to seriously organize political and ideological activities in conjunction with the implementation of Directive No. 20-CT/TW dated January 18, 2018 of the Party Central Committee Secretariat on continuing to strengthen and improve the quality of research, compilation, propaganda and education on Party history and other resolutions and conclusions of the Central Committee and the Provincial Party Committee on Party building work. Directed the inclusion of the General Secretary's article in the political theory training program at the district-level political center. Directed the cultural, sports and broadcasting centers of districts and cities and grassroots radio stations; and local electronic information pages to widely propagate the content of the General Secretary's article, focusing on propaganda on social networking platforms. There are forms of encouragement for research activities to clarify the glorious revolutionary tradition of the Party, the nation, and local Party committees; the Party's leadership line and the Party's governing methods, especially in the context and requirements of the current renovation process. Directing the work of protecting the Party's ideological foundation and revolutionary history, and fighting against the distorted arguments of hostile and reactionary forces.

The Provincial Party Committee's Propaganda Department coordinates with the Provincial Party Committee Office to advise the Provincial Party Committee Standing Committee to organize in-person and online conferences from the provincial level to the grassroots level for key cadres throughout the province. Compile and publish documents on questions and answers on the content of the General Secretary's articles and the revolutionary tradition of the Provincial Party Committee. Regularly direct and orient propaganda content on the monthly internal bulletin (documents serving Party cell activities); at the same time, guide the updating of the General Secretary's articles into the political theory and Party history training program at the district-level political center. Monitor and urge the reporting of the results of organizing conferences to study and propagate the General Secretary's articles throughout the province to the Provincial Party Committee Standing Committee and the Central Propaganda Department.

The Provincial People's Committee's Executive Committee directed the Department of Information and Communications to coordinate with Ninh Thuan Newspaper, Ninh Thuan Radio and Television Station, and the Provincial Electronic Information Portal to widely disseminate the content of the General Secretary's article; focus on promoting on social networking platform applications; monitor, inspect, and strictly handle violations in posting and disseminating incorrect information and viewpoints.

Units: The Department of Culture, Sports and Tourism guides vertical units and functional units to organize creative activities, performances, cultural and artistic exhibitions, etc. to propagate about our Party and the great President Ho Chi Minh, about the glorious tradition of the Party. The Department of Education and Training; the Department of Labor, War Invalids and Social Affairs, based on the central guidance, direct the updating and inclusion of the General Secretary's articles into the curriculum of the subject History of the Communist Party of Vietnam in the system of vocational training schools, in political theory training for lecturers, teachers, students, etc. The Provincial Political School promotes scientific research activities, seminars, and talks to continue to clarify the theoretical and practical values of the General Secretary's articles; presides over updating the content of the General Secretary's articles into the Party history education program and political theory training program in schools.

The Party Committee of the Vietnam Fatherland Front, socio-political organizations, and the Standing Committee of the Provincial Youth Union directed all levels of the Youth Union and Association to strengthen and diversify propaganda activities, organize forums, seminars, talks, competitions, etc. to widely propagate and educate the younger generation about the content of the General Secretary's article and the Party's revolutionary historical tradition, in order to continuously foster the belief, ideals, and political mettle of cadres, party members, association members, and people, especially the younger generation, focusing on propaganda on electronic information portals and social networking platform applications.

Ninh Thuan Newspaper, Ninh Thuan Radio and Television Station proactively develop plans and propaganda programs in forms such as: Opening special pages, columns, editorials, researching the content of the General Secretary's articles; continuing columns on Party history, Party history, introducing the land and people of Ninh Thuan; emphasizing the achievements of our people over the past 94 years, especially nearly 40 years of national renovation, more than 30 years of re-establishing Ninh Thuan province, in order to create a spreading force, consolidate the trust, solidarity and consensus among cadres, party members and people towards the Party's leadership, policies and laws of the State.
