Deploying Quang Ngai - Kon Tum Expressway project

On the morning of April 17, Vice Chairman of the Provincial People's Committee Tran Phuoc Hien chaired a meeting with Project Management Board 85 (Ministry of Construction), Irrigation Construction Investment Project Management Board 7 (Ministry of Agriculture and Environment), Ba To district, Duc Pho town and related departments and branches to deploy tasks to implement the Quang Ngai - Kon Tum Expressway project.

At the meeting, the representative of Project Management Board 85 proposed that Quang Ngai province allow the Board to receive documents that had been researched and surveyed to establish the Quang Ngai - Kon Tum Expressway project before. At the same time, he said that from April 2025, the Board will carry out survey and route planning; review the planning to adjust if there is any overlap. It is expected that the project establishment will be completed in October 2025, to submit to the competent authority for approval; the project scale is expected to be 136km long, with 4 lanes.

The representative of Project Management Board 85 also recommended that Quang Ngai province should proactively coordinate to carry out procedures related to site clearance, traffic connection, determining the location of rest stops, etc. At the same time, it is recommended that the province pay attention to planning the quarries of soil, sand, and stone to promptly serve the construction of the project. It is expected that the number of bridges and tunnels under the project will be large, so the demand for construction materials will be very large.

The consultant representative also said that the Quang Ngai - Kon Tum Expressway project, in addition to the main route, is expected to have 2 rest stops, of which 1 station is located before going up Vilolac Pass in Ba To area and 1 station in Kon Tum area. The project has a starting point intersection in Duc Pho town connecting the North - South expressway under construction, the end point is expected to connect to the western expressway in Kon Tum. The section passing through Duc Pho town, Ba To district is expected to have 3 intersections (1 intersection in Duc Pho town and 2 intersections on National Highway 24) and these intersections will seek local opinions before being officially determined.

At the meeting, Director of the Department of Construction Nguyen Phuc Nhan suggested that Project Management Board 85 should determine the correct route direction for effective investment, ensuring traffic and attracting investment for tourism development. At the same time, it is necessary to study synchronously the intersections, connection points, and rest stops in a scientific manner. In addition, the province should propose to the Central Government to establish an independent sub-project to perform the task of compensation and resettlement for site clearance, in order to soon have a clean site to serve the commencement of construction.

Chairman of Duc Pho Town People's Committee Bui Van Ly said that the initial task of site clearance has been determined, with a route length of about 9km, about 40 households must be resettled. Chairman of Ba To District People's Committee Pham Giang Nam proposed that Project Management Board 85 should soon complete the route profile, inform the locality for comments, and determine the location of the intersection through the area scientifically and reasonably.

A representative of the Management Board of Irrigation Investment and Construction Project 7 (Ministry of Agriculture and Environment) said that the Quang Ngai - Kon Tum Expressway project has some overlapping locations with the approved irrigation planning. The Board has proactively worked with departments, branches and localities to make adjustments and facilitate the implementation of the expressway.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Tran Phuoc Hien affirmed that the Quang Ngai - Kon Tum Expressway project is part of the Road Network Planning for the period 2021 - 2030, and has been assigned by the Central Government to be implemented in the period 2025 - 2030. Therefore, relevant units, departments, branches and localities need to strengthen coordination to soon complete investment procedures and start construction of the project.

“Through this meeting, the locality and related units have a clearer understanding of their tasks in implementing the Quang Ngai - Kon Tum Expressway project. The locality's task is to promptly hand over the clean site to the investor to implement the project. Quang Ngai will establish a project support team to promptly coordinate and resolve related tasks. On the part of Project Management Board 85, it is necessary to accurately verify project information as soon as it is surveyed, prepared and submitted for approval so that the project implementation process does not have to be adjusted, wasting time, affecting the progress and people's lives in the project area", Vice Chairman of the Provincial People's Committee Tran Phuoc Hien emphasized.
