Deploying the 'Digital Literacy for All' movement to villages and residential groups in Hanoi

The plan aims to implement Resolution No. 57-NQ/TU dated December 22, 2024 of the Politburo on "Breakthrough in science, technology, innovation and national digital transformation"; Plan No. 01-KH/BCĐTW dated March 21, 2025 on implementing the "Digital popular education" movement of the Central Steering Committee on science, technology, innovation and digital transformation development, the City Party Committee's Steering Committee issued a Plan to implement the "Digital popular education" movement in Hanoi.

The city has widely deployed the "Digital Education for All" movement throughout Hanoi to contribute to the successful implementation of Resolution No. 57-NQ/TW.

The plan aims to raise awareness and unify actions of Party committees, authorities, organizations at all levels, and people of all walks of life about the role and significance of digital transformation; at the same time, popularize digital skills, arouse each person's self-motivation in learning, practicing digital skills, and fully participating in the capital's digital transformation process.

Through that, it aims to popularize basic knowledge about digital transformation and digital skills for people with a revolutionary, all-people, comprehensive spirit, leaving no one behind in the digital transformation process; all people are equipped with the necessary digital knowledge and skills to apply in daily life to grasp, utilize, exploit, and enjoy the achievements of science and technology, innovation and digital transformation.

Comprehensively and widely deploy the "Digital Literacy for All" movement to villages, residential groups, and residential areas, creating a nationwide movement to compete in learning and practicing digital skills, actively participating in the digital transformation process.

Officials, party members, leaders of Party committees and authorities take the lead and set an example in spreading the spirit of self-study and self-improvement of digital knowledge and skills; turning the process of learning, practicing, improving and applying digital knowledge into the personal needs of every Hanoian.

Implement systematically, scientifically, flexibly and creatively, closely following the actual situation of the capital and each locality, agency and unit. Promote the role of political-social organizations, professional social organizations, agencies, organizations, enterprises, research institutes, educational institutions, and technology units to create a diverse and rich digital learning ecosystem.

At the same time, strongly apply digital technology, artificial intelligence and online learning platforms, ensuring flexible approaches suitable for all subjects, especially disadvantaged groups and people in remote areas.

Ensure data security and information security throughout the implementation of the "Digital Literacy for All" movement in the City. Deploy quickly, widely, comprehensively, systematically, cohesively, and complete early. Integrate digital technology into all aspects of life, helping people connect, interact, and develop digital skills to use digital platforms and services, forming habits and culture in the digital environment.

Building mechanisms and policies, removing bottlenecks and barriers to support and accelerate the digital transformation process, popularizing digital skills for people with the motto "no one is left behind" and "people and businesses are the center, goal and driving force of digital transformation".

Hanoi also built 5 key contents of the movement, including propaganda, dissemination, creating strong changes in awareness and actions of Party committees, Party organizations, authorities, unions, cadres, Party members and people on digital transformation and the work of popularizing digital skills for people in the process of national digital transformation.
