Speaking at the opening of the Conference, Vice Chairman of the City People's Committee Hoang Minh Cuong emphasized: The Notary Law 2024 (No. 46/2024/QH15) passed by the National Assembly on November 26, 2024 will take effect from July 1, 2025. This Law replaces the Notary Law 2014, with many important new points to modernize notary activities, strengthen state management and protect people's rights. The Notary Law 2024 continues to fully institutionalize the policies and guidelines of the Party and State on perfecting the socialist-oriented market economic institution; innovating the organization and improving the efficiency of notary activities. The Law also promptly overcomes the limitations and shortcomings of current laws; At the same time, it creates a solid legal basis for a new development phase of notary activities, in line with the requirements of socialization, promoting digital transformation, improving service quality and ensuring the stability and sustainability of the notary profession. Thereby, contributing to bringing the Vietnamese notary profession closer to international practices.
Vice Chairman of the City People's Committee Hoang Minh Cuong requested the delegates attending the Conference to promote a serious and open-minded spirit, focus on fully understanding the contents conveyed by the reporters; actively discuss and exchange, share difficulties and problems from practice, thereby proposing feasible and appropriate solutions to implement the Notary Law 2024 in the city.
Reporting at the Conference, Deputy Director of the Department of Justice Bui Van Vi said: Immediately after the 2024 Notarization Law was promulgated, the Department of Justice advised the City People's Committee to issue Plan No. 78/KH-UBND dated March 25, 2025 to implement the 2024 Notarization Law in Hai Phong city. In the coming time, the Department of Justice will organize the dissemination, popularization and training of the contents of the 2024 Notarization Law to affiliated agencies and units in forms suitable to the requirements and practices of agencies and units in the city; review current legal documents related to notarization activities issued by the City People's Council and People's Committee; develop and promulgate a Project on management and development of notarization organizations in the city; build and upgrade the city's notarization database to ensure synchronization and integration with the notarization database of the Ministry of Justice; Summarize and conclude the implementation of the Notary Law 2024 periodically every 5 years, 10 years or according to the Plan of the City People's Committee, Ministry of Justice...
The National Assembly passed the Notary Law 2024 (Law No. 46/2024/QH15) on November 26, 2024, consisting of 8 chapters and 76 articles, effective from July 1, 2025.
The Law adds many notable new points such as: allowing notarization of contracts and electronic transactions; specifying the rights, obligations and increasing the responsibilities of notaries; strengthening state management of notarization activities.
The Law also allows flexible conversion between Notary Offices and Chambers; clearly stipulates handling of violations; simplifies administrative procedures; and encourages the application of information technology in providing notary services./.
