In order to strongly innovate the working style of commune-level authorities, in early 2023, Trieu Son district deployed the construction of the model "Friendly Government for the People to Serve" simultaneously in communes and towns. After 1 year of implementation, the model has gradually built the style of "respecting the people, being close to the people, understanding the people, learning from the people and being responsible to the people" in the performance of public duties of authorities at all levels, especially the team of cadres and civil servants (CB, CC).

For Mr. Le Dinh Hung, residing in Village 1, Van Son Commune, the wedding in February was very special. Before the wedding took place, the couple went to the commune People's Committee office to register their marriage and were given a congratulatory letter and best wishes by the local leaders before getting married. Sharing with us, Mr. Hung excitedly said: I was very surprised and happy because the work of the commune government, although small, created excitement and sympathy among the people towards the public authority.
Also in Van Son commune, since the model was deployed, the "one-stop" department of the People's Committee has received and resolved 7,526 records, of which 100% of administrative procedures were resolved before and within the deadline, with no overdue records (the rate of overdue records reached over 96%). The locality sent 34 congratulatory letters and 52 congratulatory letters to families with new members right at the reception room at the commune headquarters. In addition, when 35 families had relatives pass away, the commune authorities visited and sent letters of condolence. According to Chairman of the People's Committee of Van Son commune Le Ba Thanh, through the above friendly and close actions, the people's sympathy, support and affection for the local Party Committee and government have been received. All work is smooth, the sense of responsibility of the staff and civil servants has been raised in the spirit of creating all conditions for people to come to transact and resolve work.
Implementing Plan No. 132-KH/HU dated January 27, 2023 of the Standing Committee of the District Party Committee on the plan to implement the construction of "Friendly Government for the People to Serve", in February 2023, Trieu Son district simultaneously deployed the model in 34 communes and towns. In particular, focusing on dissemination and propaganda to help the team of civil servants and public employees improve their sense of responsibility and public ethics, contributing to creating cohesion and closeness to the people, shifting from administrative management to service. Communes and towns have issued documents to lead, direct, promulgate regulations on office culture, reasonably arrange the working place of the reception and result return department, clean, airy citizen reception room, fully equipped with tables and chairs to serve citizens coming to contact and resolve work. Install slogans at the reception and result delivery department to implement "5 know", "3 no", "4 show", create and send congratulatory letters to citizens when applying for birth certificates, marriage registration, and condolence letters to citizens when applying for death certificates. Publicly post forms at the reception and result delivery department. The team of civil servants, especially the leaders, regularly stay close to the grassroots, perform well in receiving people, promptly grasp the thoughts, aspirations and resolve legitimate recommendations of the people. In addition, expand and promote the people's mastery while maintaining legal discipline, creating conditions for the people to participate in monitoring government activities.
Head of the District Party Committee's Mass Mobilization Committee, Chairman of the Trieu Son District Fatherland Front Committee Le Tien Dung said: After 1 year of implementation, the People's Committees of communes and towns have sent nearly 2,900 congratulatory letters to families with happy events or welcoming new members; more than 950 letters of condolence to families with deceased members, which have been recognized and highly appreciated by the people for the friendliness of the local authorities.
The content of the model's criteria is suitable to the reality and has been effectively deployed and applied by localities. The implementation of the model has contributed to improving the management and operation capacity of grassroots authorities; creating positive changes in the awareness, responsibility and actions of civil servants, especially leaders in mass mobilization work, performing well the assigned duties and tasks, enhancing the responsibility to serve the people; implementing the democratic regulations at the grassroots level, promoting the people's mastery in all areas of social life, firmly consolidating the people's trust in the Party and the State. Through a survey of people's satisfaction with the sense of responsibility, attitude, and capacity of the team of civil servants and public employees at the commune level, 100% of people surveyed rated it at a level of satisfaction or higher.
In the coming time, the district will direct localities to link the implementation of political tasks, the implementation of Resolution 12-NQ/BCH on "strengthening the leadership and direction of the Party Committee in mobilizing people to donate land to expand rural roads in the district" with the construction of "Friendly Government for serving the People". Further improve the quality of administrative procedure settlement as well as people's satisfaction when coming to settle administrative procedures and the effectiveness of the government's mass mobilization work in the direction of "Serving, guiding, mobilizing, persuading". Promote the implementation of democracy at the grassroots level, strongly promote the people's mastery in all fields. Improve public ethics and responsibility to serve the People of the staff. Strengthen the inspection and supervision of the organization and implementation of the model "Friendly Government for serving the People", ensuring effectiveness and suitability with reality.
