Two groups of Cambodian athletes entered the stage, carrying the Southeast Asian Games Federation and SEA Games flags, to prepare for the flag-raising ceremony.
After the flag-raising ceremony, representatives of athletes and referees at the tournament read the oath-taking ceremony. Next, Mr. Thong Khon - President of the Southeast Asian Games Federation gave the opening speech. He talked about Cambodia's preparation for the first time hosting the SEA Games and the pride when the Games took place in this country. Next was the speech of Mr. Tea Banh - Chairman of the Organizing Committee of the 32nd SEA Games. The speeches of these two officials lasted more than 20 minutes, almost twice as long as the similar part at the 31st SEA Games in Vietnam in 2022.
Next, it was the turn of International Olympic Committee (IOC) Vice President Ser Miang to speak. Mr. Miang is Singaporean, and he speaks English, unlike the two previous officials. He appreciated the preparations of Prime Minister Hun Sen and the host Cambodia. Mr. Miang did not mention this detail, but Cambodia is the first country in the history of the Games to waive the entry fee for the 32nd SEA Games delegations, not charging a fee of up to about 6 million USD.
