Speaking at the opening of the Congress, Ms. Nguyen Thi Hoang Lan, Party Cell Secretary, Director of the Center for Digital Transformation of Culture, Sports and Tourism, emphasized that the Congress of the Party Cell of the Center for Digital Transformation of Culture, Sports and Tourism for the 2025-2030 term was held in the context of the whole industry making efforts to promote digital transformation, innovate governance models and enhance the operational efficiency of cultural career units.
During the preparation process for the Congress, the Party Cell received close attention and direction from the Party Committee of the Ministry, the Ministry's leaders and the Party Committee Office.
With the solidarity, efforts and high sense of responsibility of all Party members in the Party Cell, the preparation work for the Congress was carried out seriously, in accordance with Party principles, ensuring quality and progress.
Ms. Nguyen Thi Hoang Lan, Party Cell Secretary, Director of the Center for Digital Transformation of Culture, Sports and Tourism delivered the opening speech at the Congress.
According to Ms. Nguyen Thi Hoang Lan, in the past 2020-2025 term, the Center's Party Cell has promoted the spirit of initiative, creativity, solidarity, focused leadership, and direction to successfully complete assigned political tasks, actively contributing to the digital transformation process of the Culture, Sports and Tourism sector.
This Congress is of special significance. The Congress will focus on objectively and comprehensively assessing the implementation of the Resolution for the 2020-2025 term; clearly pointing out the achievements, limitations, causes and lessons learned. On that basis, the Congress will discuss and determine the directions, goals, tasks and solutions for the 2025-2030 term, aiming to continue to improve the leadership capacity and fighting strength of the Party Cell, build a clean and strong Party Cell, meeting the requirements of the new period.
The Congress will also elect a new Party Committee consisting of comrades with political qualities, ethics, prestige, and capacity, who will assume the responsibility of leading the Party Cell in the coming term. At the same time, the Congress will discuss and contribute opinions to the draft documents to be submitted to the Party Congress at higher levels and elect delegates to attend the Party Congress of the Ministry of Culture, Sports and Tourism for the 2025-2030 term.
"With the honor and responsibility of each Party member in the Party Cell, in the spirit and determination to build a clean and strong Cultural, Sports and Tourism Digital Transformation Center Party Cell, delegates should uphold their sense of responsibility, pioneering spirit, exemplary behavior, promote democracy, collective intelligence, and actively participate in contributing to the success of the Congress.

Speaking at the Congress, Member of the Party Standing Committee, Deputy Minister of Culture, Sports and Tourism Phan Tam emphasized that the Congress of the Center for Digital Transformation of Culture, Sports and Tourism is an important event, marking the next step of maturity of the unit in the context of the industry's strong transformation along with the national digital transformation.
On behalf of the Party Committee of the Ministry of Culture, Sports and Tourism, Deputy Minister Phan Tam acknowledged and highly appreciated the results that the Party Cell has led and directed in the past time - in the context of many difficulties in terms of personnel, mechanisms and resources - but the comrades have made efforts, responsibilities and dedicatedly performed the assigned tasks, contributing to maintaining the pioneering role in the digital transformation of the Ministry, making an important contribution to maintaining the Ministry's good ranking in terms of readiness to apply Information Technology and Digital Transformation.
However, according to the Deputy Minister, entering a new phase, especially after the Politburo issued Resolution No. 57-NQ/TW, with the direct and drastic direction of General Secretary To Lam, we need to fully and deeply realize that digital transformation is no longer a purely professional task, but a strategic mission, requiring leadership, innovation and very high political determination of the Party Cell.

The Deputy Minister suggested that the Party Cell should thoroughly implement a number of tasks with high political determination and with the true solidarity and consensus of the entire Party Cell:
First , the organization carries out digital transformation tasks in a new way and with new thinking.
According to the Deputy Minister, the Center is not only handling purely technical tasks, but is actually participating in reorganizing the way the entire industry operates in a digital environment. Digital transformation also means changing the way of thinking and organizing work using digital technology – and the Center is the leading force in that innovation. This is a big task, shaping the future.
Therefore, the Party Cell needs to lead the Center not only to complete all assigned tasks, but also to proactively choose the right fundamental tasks, play the right central leading role, and do it thoroughly with professional depth and the ability to spread throughout the industry.
Second, see challenges as opportunities to grow and affirm the Center's new role.
The Deputy Minister emphasized that Digital Transformation is a new field, difficult, demanding, and stressful. However, this is also a rare opportunity for each officer of the Center to mature faster, so that the Center can become a unit with a new position in the Ministry.
The Center for Digital Transformation of Culture, Sports and Tourism – as its name suggests – is not only a traditional information technology center, but is taking on a new role, the role of implementing Digital Transformation throughout the industry.
The center must grow stronger, more confident, and more professional - not only to do its current job well, but also to expand its consulting, implementation, connection, and innovation capabilities, taking the industry further.
Third, perfecting the organizational structure and personnel work to meet the new role.
The Deputy Minister requested the Party Cell to pay attention to directing the review, research and proposal to adjust the functions, tasks and organizational structure of the Center to suit new requirements.

Regarding internal information and communication work within the sector - the central point of which is the Ministry's Electronic Information Portal, the Deputy Minister said that in the digital age, the Information Portal is no longer just a place to post administrative notices, but must be an integrated digital communication platform - connecting, interacting and leading public opinion - in line with the spirit of Digital Government and modern management of the Ministry.
The Deputy Minister said that the Party Cell needs to lead the Center: Clearly affirm the role of the Information Portal as an official, fast, accurate, and comprehensive information channel - fully reflecting the guidelines, policies, and direction and management activities of the Ministry's leaders and the management sectors.
Innovate the content and form of communication, combining administrative newsletters with long-term topics, multimedia products, and interactive surveys to increase depth, breadth, and connectivity with the public.
Build a team of editors and administrators with modern communication thinking, a clear understanding of industry policies and the ability to convey policies in familiar, easy-to-understand language; able to apply AI, open data, and digital tools to content production and management.
Strengthen coordination with units inside and outside the Ministry, especially press agencies and technology platforms, to spread official information, prevent false information, and create a positive, professional, and integrated image of the culture, sports, and tourism sector.
The Deputy Minister stated that, according to Directive 07 of the Prime Minister on policy communication, to successfully transform digitally, communication work must be one step ahead. To operate the digital system effectively, information tools must be smart, responsive and proactive. The Ministry's electronic information portal is the "digital face" of the industry - and therefore the Center must proactively enhance that role of the Portal.
"Doing digital transformation is doing the work of building a bright future - something that society is waiting for, and the industry is placing high expectations on. I believe that, with the tradition of solidarity, sense of responsibility and desire for innovation, the Party Cell of the Digital Transformation Center will continue to be the core force, leading the way in building a modern, professional, and comprehensively digitally connected Ministry of Culture, Sports and Tourism," the Deputy Minister expressed.

At the Congress, delegates listened to a report on the implementation results of the Resolution of the Congress of the Party Cell of the Center for Digital Transformation of Culture, Sports and Tourism for the 2020-2025 term and the direction and tasks for the 2025 term. 2030 of the Party Committee of the Center for Digital Transformation of Culture, Sports and Tourism; Report synthesizing comments on the Political Report; Report on the situation of party members attending the Party Congress, the Party Cell discussed, contributed comments on the reports and listened to the opinions and directions of the higher-level Party Committee.
The Congress elected 3 comrades to the Party Committee of the Center for Digital Transformation of Culture, Sports and Tourism for the 2025-2030 term. Comrade Nguyen Thi Hoang Lan - Party Cell Secretary for the 2020-2025 term was elected to continue to hold the position of Party Cell Secretary for the 2025-2030 term. At the same time, a delegation was elected to attend the Party Congress of the Ministry of Culture, Sports and Tourism.

In her closing speech at the Congress, Ms. Nguyen Thi Hoang Lan, Party Cell Secretary and Director of the Center for Digital Transformation of Culture, Sports and Tourism, said that after a period of serious, urgent, democratic, united, intelligent and responsible work, the Congress of the Party Cell of the Center for Digital Transformation of Culture, Sports and Tourism had completed all the contents and programs set out and was a great success.
With a spirit of frankness, democracy and high sense of responsibility, the delegates focused on discussing, contributing many additional opinions, evaluating the implementation of the Resolution, reviewing the Party Committee for the 2020-2025 term, determining the direction and tasks for the 2025-2030 term.
The Congress selected and elected a new Party Committee consisting of 3 comrades with sufficient qualifications, qualities and practical capacity; elected the Secretary and Deputy Secretary of the Party Cell; The Congress unanimously voted to pass the Resolution of the Party Cell Congress of the Center for Digital Transformation of Culture, Sports and Tourism for the term 2025 - 2030.
